Ramazan Jalaldinov who has criticized the Chechen authorities is hiding in Dagestan
A resident of the Chechen village of Kenhi of the Sharoy district of Chechnya Ramazan Jalaldinov, who complained to President Vladimir Putin to bad roads and corruption, left the republic, fearing persecution. According to the Rain TV channel, now it is located in Dagestan. Soon after the video message was published, the head of Chechnya Ramzan Kadyrov said that all the information set forth by Jalaldin is a lie. On May 1, the 56-year-old Chechen complained about Kadyrov to the prosecutor general of Russia Yuri Chaika, demanding that the acting acts give a legal assessment of the acts Head of the Republic. The media also reported the detention of the driver Magomed Sharipov, who brought the journalist "Rain" to the village of Kenhi. Later he was released.
The appeal to the prosecutor General Seagchizer is posted on the VKontakte Jalaldin page. It states that Ramzan Kadyrov’s actions are “illegal and infringe on his civil rights.” Jalaldinov notes that according to the law in Russia, everyone is equal - "that shepherd, what is a patriot", so he himself cannot give any assessments, for which he appeals to the Prosecutor General. “I am a person in years, I could no longer endure and hide the truth. If the facts I have listed are confirmed, I ask you to immediately return my rights and freedoms to me. If not, punish me according to the Constitution,” writes Jalaldinov.
Jalalldinov posted his sensational video message to President Vladimir Putin in YouTube on the eve of the traditional direct presidential line. In the video, a man, against the backdrop of dilapidated houses and obviously requiring streets repair, tells that over the years of peaceful life after the Second Chechen war, federal money has not reached the village. For any subsidies from Moscow, people make officials pay rollbacks in the amount of a third of the amount. Jalaldinov took the liberty of saying that the kickbacks were returning to Moscow.
The Chechen authorities refuted the information presented by Jalaldin. On the official TV channel Grozny-TV there was a report in which the fellow villagers of Ramazan Jalaldinov claim that everything is fine in their village, and Jalaldinov himself is only raids there.
In an interview with Radio, Liberty Ramazan Jalaldinov told why he left Chechnya to Dagestan and is afraid to return to his native Kenhi village:
- You yourself see what happens to those who are treating (with complaints. - RS) - they are mocking them. I am an adult, and they poked me, asked to apologize. They would have tortured me there for the truth.
- Do you feel safe in Dagestan and what are you going to do next?
- While I am safe here, but I am not able to hide for a long time, my wife, children do not earn on my dependent, I don’t earn anything, I can only think about it.
- In your appeal, you talked about the poor condition of roads in Chechnya, about the so -called kickbacks. Has it affected you personally?
- -This touched not only me personally, but everyone who lives in our village. And I told about it. Unfortunately, the rain did not show everything that was shot, 100 people came to meet with the journalist, there was no place in this room, everyone wanted to tell what happened to them - and about the rollbacks, about the fact that the rollback from the received compensation was taken even under the threat of a pistol.
-And then your fellow villagers told the Grozny-TV channel that everything is fine in the village, but you are rarely appearing there ...
They asked teachers to say that I am crazy, otherwise they would kill me. Like, if you say so, then you can regret it and leave it
- After my video, the villagers were gathered at night. They collected all teachers, school principals and the head of the administration. They rehearsed this report on Grozny-TV-how to shoot, what to do, what to say. They also asked the teachers to say that I am crazy, otherwise they would kill me. And if you say so, then you can regret it and leave it. So for the sake of his life and for his family, say that he is crazy. People did not go for it. My sister for 100 thousand rubles was asked to say that I am crazy. Her husband was asked. They did not go for it. And no one came to this meeting except teachers. And they were forced to go - they are state employees.
- Who is responsible for the situation in Chechnya - for corruption, kickbacks?
- The head of the Chechen Republic Ramzan Kadyrov should be carried. But he does not carry. He says that he cannot get through to me to discuss everything. I sent him my phone number, address, contacts.
- Can your appeal to President Putin change the situation in Chechnya? What were you hoping for when you turned to him?
My main hope is for human rights activists and the people. I do not hope at all in Putin and Kadyrov
- My main hope is for human rights activists and the people. I do not hope at all in Putin and Kadyrov, ”said Ramazan Jalaldinov.
Jalaldinov claims that he wrote the first complaint to the president back in 2006, and in 2007 he was condemned for this for two and a half years conditionally. After the second complaint, he was arrested for 13 days, throwing him into the basement. In 2011, he was punished for resistance to the authorities for five years conditionally, but then changed the sentence for three years of general regime (subsequently the term was reduced to a year and a half, says a resident of Chechnya). According to him, he was in the president’s reception several times, tried to complain about human rights organizations, turned to the head of the village administration, but all attempts ended unsuccessfully.
Earlier, the media reported that on April 30, a driver Magomed Sharipov was detained in Chechnya, who brought Vasily Polonsky to the village of Kenhi, Rain. Polonsky first arrived in Dagestan to meet with Ramazan Jalaldinov, who complained to Vladimir Putin about poor living conditions in the village of Kenhi. From Dagestan, the journalist went to Kenhi, where he met with local residents. Later, on April 30, the media reported the detention of two residents of the village of Kenha, who talked with the journalist Polonsky, Gianmirza Alidibirov and Hizbul Akhmedov. It is specified that Sharipov has already been released. Ramazan Jalaldinov believes that all three were detained due to the fact that law enforcement agencies “want to reach” him.
