
The Oktyabrsky District Court of Novosibirsk closed the second administrative case against the ideologist of Monstrium, artist Artem Loskutov. According to Mediazon, the case is closed due to the lack of the composition of the offense. In addition, the judge issued the prosecutor’s presentation for the violations committed in the preparation of the protocol.
The artist was accused of organizing a public event without submitting a notification (part 2 of Article 20 of the Code of Administrative Offenses). During the hearing, Loskutov said that he did not conduct any unauthorized rally on the steps of the State Public Scientific and Technical Library. They took a collective photo that became the logical conclusion of the procession. This year it took place as a "cultural and educational event." At the same time, no one expressed opinions on socio-political issues, the artist added.
On May 6, the Central District Court of Novosibirsk fined Loskutov by 20 thousand rubles , finding him guilty of part 1 of Article 20.2 of the Code of Administrative Offenses (violation by the organizer of the public event of the procedure for its implementation). Moreover, at first Loskutov was also charged with part 2 of Article 20.2 of the Code of Administrative Offenses, but Judge Julia Piotrovskaya softened the charge.
The judge in her decision noted that the "monstration" had no signs of a "cultural event." At the same time, Piotrovskaya referred to the document from 2009 "The Regulation on the cultural and sporting events of the border departments of the state-owned states of the Commonwealth of Independent States held within the framework of the Council of Commanders of the Border Troops."
After this meeting, Loskutov was detained at the court building, and then he was accused the second time of organizing an inconsistent action.
Loskutov was detained on May 1 a few hours after the procession. He was taken under the convoy to the Central District Court, but the judge postponed the trial on May 6, and Loskutov was released.
