
On Wednesday, the Oktyabrsky District Court of Novosibirsk terminated the administrative case of violation during a public campaign in relation to the ideologist of the annual Pervomaisky absurdity-carnival procession ( Monstance ) Artem Loskutov. He himself reported this in his microblog on Twitter .
"Stop production!" - briefly handed Loskutov a court decision. "Due to the lack of composition (offenses. - Approx. Newsru.com )!" he explained the verdict of the court.
In addition, he said that the prosecutor was introduced about the violations committed in the preparation of the protocol.
The media report that the judge who has stopped proceedings against the activist is called Maya Rutkevich. Earlier, on May 6, at the request of Loskutov, she postponed the consideration of the administrative protocol against him, providing time to prepare protection.
Loskutov was charged with the organization and holding of an inconsistent rally on May 1 at the steps of the State Public Scientific and Technical Library (GPNTB) after the authorized "All-Steppe". He was faced with administrative arrest for up to ten days under part 2 of article 20.2 of the Code of Administrative Offenses (organization and conduct of an inconsistent event).
The police major given the testimony against Loskutov in the court that, after graduating from the agreed campaign, the Montstrats went to the library along with posters, instead of dispersing. There they began to be photographed. The police considered these actions an unauthorized rally. At the same time, to the judge’s question, by what signs it was determined that it was a rally, the major replied: "They stood there." “They are also standing at the funeral,” the judge noted to this, whose words are quoted by the Mediazone website.
Loskutov himself said that he did not conduct any unauthorized rally on the steps of GPNTB. According to him, a collective photograph was taken, which was the logical conclusion of the procession, which this year took place as a "cultural and educational event", since the Novosibirsk City Hall did not authorize the "monstration" as a separate event. There were no positions on socio-political issues at the same time, he added.
Nevertheless, shortly after the action, the ideologist of Monstance was detained, an administrative protocol was drawn up against him under Part 2 of Art. 20.2 Administrative Code of the Russian Federation - violation of the rules of public actions. According to the police, Loskutov unlawfully performed the functions of the organizer of the event, while the Monstrait column, according to his instructions, was repeatedly stopped in the direction of movement.
Despite the fact that the Novosibirsk City Hall stated that they had no complaints about Loskutov, on May 6, the court of the Central District of the city found the activist guilty and fined 20 thousand rubles.
