In the Amur region, a traffic police officer used his service weapon against a traffic rule violator and shot him in the spine; an investigation into this fact is being carried out, Interfax reports with reference to the press service of the regional Ministry of Internal Affairs.
“Using flashing lights and a loud-speaking device, the traffic police inspector demanded the driver to stop. However, the driver did not comply with his legal request and continued driving. Traffic police officers began to pursue the vehicle. The driver ignored the police’s repeated demands to stop,” police say.
According to traffic police officers, the driver was drunk, and during the arrest he allegedly showed disobedience and tried to take possession of the policeman’s service weapon, which is why he was forced to shoot.
The incident occurred on the night of April 23-24. As the father of the injured driver Sergei Shinkun told the Amur.info agency, a police officer shot his son in the back, as a result, several vertebrae were damaged; several operations were performed in the hospital.
According to Ivan Shinkun, his son and a friend were driving from Uglegorsk to Blagoveshchensk, and did not notice the command of the traffic police officers to stop.
“As his neighbor in the car explained to me, they simply did not notice the command. The traffic police crew stood without flashing lights, two cars were already parked at the site, and the police officer gave the command belatedly. So Sergei drove by,” Shinkun explained.
The police caught up with the car and forced it to the side of the road. “The traffic police officers got out of the car and headed towards us. One of them held his service weapon, pointing it in our direction. Approaching Sergei, the employee holding the weapon began to strike him in the head and face with his free hand...” Shinkun’s friend, who was sitting next to him, describes what happened in his statement.
He claims that the driver did not resist, but a shot was fired. According to the victim's father, the shot hit him in the back, and the bullet entered from top to bottom, as if Sergei was sitting at that moment.
