“We demand that the Peacemaker website immediately remove information about the personal data of the relevant journalists from free access. We turn to Ukrainian politicians, people's deputies demanding to stop the manipulation of this information. We also turn to the Ukrainian authorities, law enforcement agencies of Ukraine with a request to institute criminal proceedings on the fact of violation of the law of Ukraine on the protection of personal data, the implementation of pressure and threats to the journalists indicated in the list. ”
The statement posted on May 11 on the Ukrainian Pravda Internet resource signed forty colleagues from influential Ukrainian, Russian, European and American media, including Novia newspaper journalists Pavel Kanygin and Julia Polukhina.
At this point, the People’s Deputy from the Popular Front and the adviser to the Minister of Internal Affairs of Ukraine Anton Gerashchenko edited his post on Facebook - the actual announcement of the next exposure from the Peacemaker. Now Gerashchenko simply insisted on the need to “introduce control over the accreditation of journalists”, bearing in mind the territories not controlled by Ukraine.
Gerashchenko and the ex-head of the Lugansk military-civil administration Georgy Tuk, who recently took the post of deputy minister for the issues of occupied territories and internally displaced persons, is called inspirers of the “Mirotrovorets” website. The resource created in August 2014 a group of volunteers “People’s rear” under the leadership of Tuki-to collect information about “terrorists, separatists and their accomplices”. And the list was replenished with four thousands of reporters, including authors of publications and stories from Reuters, Al Jazeera, BBC, France 24, CNN, Accociated Press, which brought the scandal to the global level.

One of the first reacted to what happened, the Ukrainian Ombudsman Valery Lutkovskaya. In her statement, she emphasized that last year she appealed to the leadership of the SBU and the Ministry of Internal Affairs demanding “to establish persons involved in illegal storage, use and distribution on the“ Peacemaker ”personal data of Ukrainian citizens, to bring them to criminal liability, as well as take measures to block user access in Ukraine to this Internet resource.” Lutkovskaya summed up: "Unfortunately, there was no corresponding reaction to the indicated appeals."
The EU Ambassador to Ukraine Yang Tobbinski expressed his indignation. “These actions ( *publication of detailed information about journalists.- *author ) violate international standards for the protection of personal data, do not meet the Ukrainian law on the protection of personal data, and also at the risk of journalists themselves,” he said in the commentary of the Internet publication “European Pravda”.
The prosecutor's office of Kyiv also responded: criminal proceedings under Part 1 of Art. 171 of the Criminal Code of Ukraine - "Introducing the legal professional activity of journalists." The conduct of a pre -trial investigation was assigned to the Main Directorate of the National Police in Kyiv.
For its part, the Security Service of Ukraine represented by the adviser of the Chairman of the SBU Yuri Tandita “reassured” reporters: to those who were in the “Peacemaker” list, the SBU will not be claimed. “There is“ DPR ”and“ LPR ”, and it is clear that a journalist, in order to get there, needs to draw up some permits there. We understand that this is not a crime. We understand that they are forced to do it. ” Although, according to Tandit, there are people who use a journalistic certificate as a cover. “As soon as the unnecessary war ends, in the framework of the current legislation, we will carry out certain actions to understand what these pseudo -journalists were doing,” Tandit promised.
When I transmit this note, the personal data of reporters who have accreditation in the “DPR” can still read any user on the site.
It is important to say: not all journalists are in solidarity with the fact that accreditation of media representatives in separatist formations in the east of the country is an inevitable condition for working in the war. But the reproach is addressed only to Ukrainian reporters. “It is impossible to even imagine the situation in which the Israeli journalist is accredited under the“ Ministry of Information ”of the Hamas administration in the Gaza Strip. It is impossible to even imagine the situation in which the Georgian journalist is accredited under the power of Abkhazia or South Ossetia, the famous publicist Vitaly Portnikov writes on his Facebook page. - You cannot be accredited in the ministries of collaborators and say that this is for the good of the reader. It cannot be argued that if foreigners are possible, then even more so ... It is because of you that you have to listen to reproaches in hypocrisy and corruption for years. You go to business, deputies, to activists, and we remain in the profession you are contaminated. But there is a line that is not permissible to cross even you - these are the boundaries of our sovereignty, the line between life and death, the standards of profession and national honor. ”
- ... Will there be a conflict of interests if you, an adviser to the Minister of Internal Affairs, want to interrogate the investigator of the National Police in the framework of the pre -trial investigation in the given case, and the police activities are coordinated by the Minister of the Ministry of Internal Affairs? - I called Anton Gerashchenko.
“I also read that the prosecutor's office assigned this work to the police, such is its decision,” the deputy reacted. But he explained that the hacking of the DNR databases - “LPR”, the compilation of lists and, accordingly, anonymous hackers are engaged in their publication on the “Peacemaker”, who “decide what to do” themselves. Therefore, Gerashchenko is unlikely to be a useful consequence.
- What did you mean when you announced the need to control media accreditation?
-Firstly, it is necessary to figure out whether the information provided by journalists is personal data, if they themselves, voluntarily transferred all the information about themselves to the “DPR”-“LPR” terrorist organizations. Secondly, it is necessary that Ukraine know which journalists go there, behind the demarcation line, to work.
- How should a notification occur - through the Ministry of Information?
- At least. I raised this issue for discussion. He is still open.
Until now, there is no such function of the ministry - there is no one to notify.
Olga Musafirova, Sobkor Novaya Gazeta, Kiev
Pavel Kanygin, Special Corps of Novaya Gazeta:
“I read that preachers and even some colleagues continue to talk about us,” and fell into damn despair.
It seemed that it was to explain about journalism in the war (generally in the field). It’s awkward somehow even about the standards of our simple profession. You work on both sides to see the whole picture, and you only believe what you saw yourself. And you tell that. You never take a weapon in your hands, but if there is no other transport, but there is only armor, then on it you will be fiddled to the right place. This is not a weapon, uncle, this is now your transport to jump to the goal and do your job - to transfer a note to the editor. Do you go along with the “terrorists” or “punishers” on the same armor, but your goals are different, of course?
It’s hard to understand, I agree. But everything is so. You get accreditation, and you do not care, you will legitimize someone there or not. You have a different task. You get this piece of paper in order to reduce the risk of interrogation, arrest, basement-that is, the loss of time that is needed for work. And now you go after this piece of paper, you enter the “terrorists”, but so that the “punishers” do not take offense. Because they can also take time. You also get their wonderful piece of paper. And you need to have time - in Grabovo to Boeing, for example. Or like Lena Kostyuchenko - you need to find the Buryats Dorzhi. And then it turns out that wonderful papers still do not guarantee anything. And people with weapons on checkpoints offer directly to rub them right away.
I read the most popular comments in the dear Vitaly Portnikov. Someone writes: they say, if the journalists did not work on both sides, we would not know the objective picture. In response, the flurry: “Do you need this objectivity? What are you going to do with her? ”,“ All their reports, one way or another, humanize the invaders and give subjectivity to their puppets ”,“ objective information about what? About "Hearing the Donbass"? About another, alternative opinion? About the "other side of the conflict"? What are you all crazy? "
Well, my favorite comment: “There is our intelligence. This is enough. "
What I want to say. I want to say that there are no questions for people who have not thought and because they do not know about simple journalistic professional standards. There are questions to all these preachers - the legion of political scientists, advisers, deputies - on both sides. Which everyone knows and understands, but their work is just that others do not recognize. Take peace already!
Dmitry Filimonov, journalist of the 5th channel, Kyiv:
- Most of all I was outraged by the reaction of Ukrainian journalists that when they personally affected, they drew attention to the existence of a “peacekeeper”, and before that they were silent. It turns out that it was possible to print personal data of citizens before, but now not?
The word "Peacemaker" itself is compromised. Peacekeepers we, not these people. People perceive such activities in different ways, but I believe that there is no other way other than dialogue, because it is a meaningless fratricidal war around which business is being done, and metastases of this business spread to the whole society. There is no longer one who is to blame for this. Every day, more and more members of society fit into this day.
Even before the trip to the Donbass, we conducted television departments of Kyiv - Alchevsk. On the one hand, Alexei Mozgova, the commander of the Ghost brigade, on the other, on the other fighters of the Dnieper battalion. Mozgovoy invited us to visit, and I went with the aunt Montyan. As a result, he gave us one of the prisoners who, along with me, went to the Dnipropetrovsk region. And I handed it to my wife.
Returning to Kyiv, they gave a press conference. She was seen by the famous documentary director. He asked if we can go to Donetsk, I said yes, we can. On January 7 last year, we arrived there. For three days they received accreditation. After another 2 weeks, I had military accreditation, which allowed me to be in the combat area.
It is strange to hear that all the fuss is due to accreditation and that they are considered as cooperation with the "occupiers". Initially, I had no agreements with anyone. Legs along with the guys from Babylon Production (this is a well -known company in Ukraine, which makes films about the Maidan), we went to the house of the DPR government. The first administrator who came across was said that we have a Kiev residence permit, but we are not spies, not scouts, we want to be officially and work here. It was the right move, because accreditation gives protection. Not one hundred percent, but gives. If you have a head on your shoulders, politeness and desire to hear and listen to people, it is much more likely that everything will be in order than if you just go there is not clear in what capacity. This is elementary safety.
Why did we go? To be able to hear a different point of view. After all, this is not some abstract “coloras” or “dill”, there is a specific person with whom you need to talk, who needs to be listened to what he thinks, and not be divided into camps. And criminals exist on both one and the other. On both one and on the other hand, a huge number of people who are not military. They simply told them: “Get up, here the Nazis!”, “We were attacked, we need to defend themselves,” and they went to wet each other, instead of agreeing.
The Peacemaker became known after the murder of Olesya Buzina. Someone wrote: “The enemy of the people is eliminated” or something like that kind. But this is a hysteria. Some photographs are constantly being soaked from social networks, and “enemies of the people” are appointed without trial and investigation. People are just sitting and breaking hatred.
There were no legal persecution after my trips. Yes, they sent threats on the Internet, but I simply do not pay attention to it. If you want to bang, bang. It makes no sense to twitch.
There is such a Deneyer resource "Tribunal", where they collect all the participants of the ATO, members of the goodobatov, and also publish personal data. And in fact, they pass the sentence to them. This is absolutely the same nonsense, the same story. After all, no one personally analyzes the specific actions of a particular person.
The problem is that these sites are read by those who are included in the struggle. And there are a huge number of crazy people on both sides, people who are blinded by hatred, and they always have an argument, why kill.
