A clown was detained on Arbat for the third time in a week

On the evening of May 14, the police, at the request of an employee of the Arbat district council, detained the clown Oleg Skrypnikov, who drew caricatures on passers-by for free. At the police department, personal belongings were confiscated from him, including the ball on which he was sitting and the clown suitcase. As the police officers told him, these things were sent to the administration of the Arbat district.

A protocol was drawn up against the detainee under Article 11.13 of the Moscow Code of Administrative Offenses - on hand-trading and the provision of services to the population in unidentified places. The maximum fine under this article is five thousand rubles. At the same time, Skrypnikov himself emphasizes that he drew caricatures for free: passers-by could, if they wished, put money in his box.

Skrypnikov has been detained on the Arbat for the third time in a week. The first two times he was released without a protocol being drawn up. According to the artist, the persecution was initiated by a resident of the area and the owner of a souvenir shop on the Arbat, Lyudmila Koroleva, who regularly complains about the speakers on the pedestrian street to the police and the council.
