Jan Katelewski's main complaints about the conditions at the Ramenskoye Municipality of the Ministry of Internal Affairs and the hunger strike were substantiated by the illegal decision of the Ramenskoye Court, the refusal to provide a defense lawyer, the unjustified refusal of all applications, the unlawful detention of the journalist, the unjustified closeness of the court session and the use of violence against him by police officers of the Ministry of Internal Affairs of Russia " Ramenskoye. Also, Katelevsky stated that in the Ramenskoye Municipality of the Ministry of Internal Affairs of Russia he was not allowed to use the toilet, was not fed, was not provided with bedding, was not allowed to meet with a lawyer whose authority was notarized. Citizens Orel A.V. and Proshin E.A. confirmed that they are witnesses in relation to the violence against Katelevsky E.A.
Orel A.V. and Proshin E.A. complained about the illegal detention by the police officers of the Ramenskoye Municipality of the Ministry of Internal Affairs of Russia and the violation of their journalistic rights, as well as the illegal decision of the Ramenskoye City Court.
Members of the POC recorded signs of physical violence on the body of Ya.
At the entrance to the building of the Ministry of Internal Affairs of Russia "Ramenskoye" 2 barriers were installed. The car of the Commission (the state sign “Invalid” was installed) was not allowed into the territory despite the paper sheet “Invalid” pasted to the building - this is a gross violation of the rights of disabled people. Employees of the Ministry of Internal Affairs of Russia "Ramenskoye" in large numbers were near the duty unit, they were led by a citizen in civilian clothes (training pants), who said that he was the head of the police, but did not confirm this with any documentary evidence.
Employees of the MU and persons in civilian clothes (who were in charge of everything) had a strong opposition to the Commission of the PMC.
The size of the “torture glass” is 86 × 86 centimeters, located on the 1st floor of the Ramenskoye Municipality of the Ministry of Internal Affairs of Russia. All MU employees say they don't know what it is for.
There are no detainees in the IVS. Cell No. 6 does not have a fenced-in "private" area.
They refused to submit documents on the observance of human rights, they did not provide a table and a chair for the Commission to take notes.
Visually, a citizen in civilian clothes (training pants), who declared that he was the head of the Ramenskoye Ministry of Internal Affairs of Russia, was in a “strange” state.
A similar attitude towards the PMC was demonstrated in the 1st department (in which the above-mentioned citizens were detained) of the Ramenskoye Department of the Ministry of Internal Affairs of Russia. Documents for the implementation of the legal activities of the PMC were not provided. The head of all employees of the 1st department (in which the above citizens were detained) of the Ramenskoye MIA of Russia was a citizen who stated that he was the head of the 1st police department, but did not confirm this with any documentary evidence.
Cells of the 1st department of the Ministry of Internal Affairs for detained citizens in a terrible state: illumination (according to a lux meter) 5 and 20 lux, floors made of deformed concrete, width 270 and 180 cm, depth - 250 cm, sleeping places - plywood bunks 170 and 180 cm, width 60 cm The content of a person in such cells is recognized throughout the world as torture.
Documents on the territory in which (according to the employees of the 1st department (in which the above citizens were detained) of the Ramenskoye Municipality of the Ministry of Internal Affairs of Russia) were not presented to the Commission.
The Commission was not given the opportunity to complete a full-fledged audit to protect the rights of Russian citizens.
The Commission is convinced of the need for a prosecutorial review of the Ramenskoye Municipality of the Ministry of Internal Affairs of Russia and the validity of court decisions on the above citizens, including the review by the Judicial Department of the Russian Federation of the actions of the Ramensky District Court of the Moscow Region.
A full check of the state authorities of the Ramensky district of the Moscow region is necessary as part of the fight against corruption.
