"Agora": in nine years more than 4.5 million Russians were surviving

From 2007 to 2015, the courts examined 4,659,325 petitions for the control and recording of negotiations, as well as restricting the secrets of correspondence. About this, as the Vedomosti writes , says in the report "Russia under the supervision", prepared by the International Human Rights Council "Agora". According to the authors of the report, the courts satisfied 4,517,515 petitions - almost 97 percent.

According to the head of the organization, Pavel Chikov, if we assume that each of the audience had at least one interlocutor has had at least 6 percent of the country's population over the month.

The study was conducted on the basis of open sources. The authors of the report recorded 352 facts of use by state or close to them by surveillance structures in cases where there were no convincing evidence of the criminal activity of citizens and organizations. The most massive appearance was the collection of biometric information - 242 cases.

So about forced photography and fingerprinting was reported by activists detained on the Moscow Manezhnaya Square in December 2014. Also in 2014 and 2016 in the Crimea, saliva samples for genomic registration were forcibly, the authors of the report say.

In second place is the control of movement - 35 cases. Law enforcement officers took data from the PACCS from the “search machine” base, where information about railway, air tickets and tickets for inter-regional buses sold only when providing a passport. In 2005, the base was supplemented by section, which included information about potential extremists.

In the third and fourth places (28 and 23 cases, respectively) there are hidden video and audio observation, as well as hacking accounts and interception of electronic correspondence. According to an employee of the central apparatus of the Ministry of Internal Affairs, most of the requests to the courts concerns to obtain details of conversations, without which even theft of mobile phones are not disclosed.

The report notes that in Russia a comprehensive control system has been formed, in a targeted way applied in relation to political and civilian activists. According to human rights activists, a system created to prevent and investigate crimes, in the absence of public and judicial control, turns into an instrument of political investigation.
