The prosecutor's office identified repeated violations of the procedure for evacuation of cars and ordered Vice-Mayor Maxim Liskutov to eliminate them. Inspectors covered cars with stickers and installed illegal wheel grips.

The Moscow prosecutor's office revealed repeated violations of the procedure for evacuation of cars. In particular, inspectors covered cars with “Special Parking” stickers and installed grips on the wheels, which is prohibited by law. This is reported by Kommersant, which has familiarized itself with the response of the capital’s prosecutor’s office to a request from State Duma deputy from the LDPR Yaroslav Nilov.

In it, the supervisory authority confirmed that, in accordance with Art. 27.13 of the Code of Administrative Offenses of the Russian Federation and Moscow Government Decree No. 2016 of 2013, typos of vehicle spaces available for opening should occur only after a protocol on the detention of vehicles has been drawn up and a vehicle acceptance certificate has been submitted.

“Taking into account the above, on April 25, 2016, the Deputy Mayor of Moscow in the Moscow Government <...> Liksutov M.S. a proposal was made to eliminate violations of the legislation on administrative offenses,” the newspaper quotes the response from the prosecutor’s office.

Nilov, in his words, sent the deputy’s request to the prosecutor’s office after the LDPR received complaints about violations during the evacuation of cars. In particular, car owners complained that inspectors, even before drawing up documents to seize the car, seal it with stickers and install grips on the wheels.

In April, Nilov addressed this issue to the Moscow Department of Transport. The response, which came signed by the capital’s vice-mayor Maxim Liksutov, stated that the application of stickers, as well as the installation of grips, “is preparation for moving the vehicle and is carried out based on the decision of the official.”

“The preparation process is not considered by the Code of Administrative Offenses of the Russian Federation and the law as a movement of a vehicle, since it does not limit the rights and ability of its owner to operate it,” Liksutov said in his response.

The day before, the LDPR announced that it had submitted a bill to the State Duma that would complicate the rules for evacuation of cars and provide greater protection for the rights of car owners. In particular, it involves a ban on preparatory measures such as installing gripping devices and applying stickers to a towed vehicle.
