On May 18, the State Duma adopted in the first reading the draft law “On the troops of the national guard of the Russian Federation”. 345 deputies voted for the draft law, 14 voted against. Communist MP Vyacheslav Tetekin said that the measures proposed in the bill appear to be insufficiently elaborated. “The main combat units are being removed from the subordination of the Ministry of Internal Affairs, and it turns out that the Ministry of Internal Affairs is deprived of a power component, and the National Guard does not receive operational units. Departmental barriers will impede operational work to prevent crime. It is inevitable that the National Guard will be creating its own operational units, turning from a military formation into a new special service,” the deputy said.
According to the bill, the troops of the National Guard, in particular, will be able to detain people , deliver them to police departments and draw up protocols on administrative violations. The servicemen will also be able to detain people and deliver them to the police to establish their identity, freely and at any time of the day to enter the premises protected by them. The National Guard will report directly to Vladimir Putin.
