It is unlikely that the Ryazan residents have reason to suspect their self -proclaimed and irremovable governor in eloquence, in the ability to generate and in an accessible form to state thoughts and facts corresponding reality.
But even in the speeches of this grief-leader, rare exceptions occur, as you know, confirming the rule.
In a recent public speech ( http://www.rzn.info/news/2016/14/ryazanskaya-oblast-nichego-ne-ot-otsutstviya-odnogo-senatora-kovalev.html ) The governor informed the world and the Ryazans surprisingly accurate and irrefutable truth: the Ryazan region does not lose anything from the absence of one senator in the upper house of the country's parliament.
As you know, the cozy and bread chair of a member of the Council of the Federation from the Ryazan region was freed (and has not yet been replaced) after moving the recent senator, and earlier the long -term inhabitant of the house No. 6, which on the Okhotnoye series, in the Central Election Commission of the country of the “statesman” and pseudododtor of sciences Bulaeva N.I.
Judging by the evaluation of the governor, it turns out that with the departure of Bulaev from the Federation Council (the absence of one senator occurred), the Ryazan region really lost nothing.
And this is not surprising, because according to my observations (perhaps someone will correct me), from the long-term stay of the true United Russia Bulaev in high power chairs to ordinary Ryazans, as, indeed, to all Russians, it was neither hot nor cold.
It’s so better, based on at least from the savings of budget funds, even if the senator’s place is empty: after all, neither the region (as the governor claims), nor Ryazan in this case lose anything.
In the logic of an exceptionally deep and correct conclusion of the governor, a seditious, but natural question arises: will it lose (or acquire) the region in case Mr. Kovalev himself suddenly releases the place of the Governor of the Ryazan region?
Something tells me (and not in the form of vague doubts) that in this case the region will rather acquire than it will lose.
This "something" is as follows:
The Ryazan region was in the eighth ten rating of management efficiency.
The Ryazan Governor entered the Antiop-25 National Rating in 2015
The investment climate of the Ryazan region was recognized as one of their worst in the country
For several years now, the Ryazan region for the size of public debt (27.3 billion rubles for December 10, 2015) http://medIaryazan.ru/news/detail/322629.html
Balances on the verge of recognition of the region bankrupt with the inevitable introduction of external management.
Over the past four years, budget expenditures per Ryazan have declined by almost a third.
In 2015, the share of the poor in Ryazan increased to 57%
Over the year, the number of bankruptcy applications filed in the Ryazan Arbitration Court grew by a third
Over the year, the population of the Ryazan region decreased by five thousand people
More than 80% of the Ryazan roads do not meet consumer properties
In the Ryazan region, only a third of rural residents have hot and cold water.
48.4% of the Ryazan people want to go to another city. The list of the most popular motives for moving a large margin leads the option “there is nothing to do, few prospects” - 88.5%
These outstanding results of your long -term “activity”, disrespectful of Oleg Ivanovich, simply oblige you to free (and as soon as possible) the captured place of the Governor of the Ryazan region, spare the long -suffering Ryazans and the region, save them from their mediocre reign: it is obvious that the region will not be worse, since there is no longer anywhere.
And it would be better to undoubtedly be for the same reason.
