It is unlikely that the Ryazan residents have reason to suspect their self -proclaimed and irremovable governor in eloquence, in the ability to generate and in an accessible form to state thoughts and facts corresponding reality.
But even in the speeches of this grief-leader, rare exceptions occur, as you know, confirming the rule.

In the logic of an exceptionally deep and correct conclusion of the governor, a seditious, but natural question arises: will it lose (or acquire) the region in case Mr. Kovalev himself suddenly releases the place of the Governor of the Ryazan region?
Something tells me (and not in the form of vague doubts) that in this case the region will rather acquire than it will lose.
