An increase in the retirement age to 63-65 years for both men and women will be an important measure to reduce the shortage of labor resources in the market. This is stated in the materials of the Ministry of Economic Development to a meeting of the Presidential Presidential Presidential Presidium planned at May 25, Interfax reports .
"This is necessary not only and not so much from the point of view of balancing the pension system as to extend the period of the productive life of future pensioners and reduce the shortage of labor resources in the market," the document says.
The use of labor resources plays an important role in improving potential growth in the economy, the ministry emphasizes. “Due to the circumstances that are beyond us, this factor now has a limiting impact on economic growth. The task of politics in this area is to neutralize the negative impact of this factor,” the materials noted. “As a result of demographic waves in the coming years, we will lose 200-300 thousand economically active population every year, and this trend will be broken only in the second half of the next decade.”
The Ministry also proposes to implement measures aimed at stimulating internal migration - "Removing administrative obstacles to access to social services, the services of preschool education when changing their place of residence, the development of the rental housing market."
"These are also measures to increase the flexibility of labor legislation - expanding the practice of concluding urgent labor contracts, simplifying the procedures of dismissal, including at the initiative of the employer for economic reasons. It is also necessary to conduct an active employment policy and improve labor migration mechanisms," the Ministry of Economic Development believes.
In November, Prime Minister Dmitry Medvedev said that raising the retirement age for all Russian citizens is inevitable , but the decision on this has not yet been made. "It is clear that sooner or later we will have to decide on the retirement age - the life expectancy is growing all over the world, the age of retirement is growing. This is an objective process. Only we don’t need to run ahead. Therefore, we have not yet made any decisions," the premiere said.
On March 22, the ex-head of the Ministry of Finance Alexei Kudrin said thatthe discussion about raising the retirement age should begin after the parliamentary elections in September. You can start the increase itself, according to him, from 2019. There is already an understanding of the need for such a step in society, now it is necessary to determine the script, Kudrin believes.
On April 26, after the election by the chairman of the Council of the Center for Strategic Development, Kudrin said that the CSR, among other things, would deal with the problem of raising the retirement age . "We, together with the government, that is, with government structures, will continue to develop this topic. We have our own proposals, we will certainly receive comments, conclusions and response from government structures. I hope that we will ultimately develop general approaches. I am sure that the retirement age will be raised. The issue in the model will be done," Kudrin said.
On April 30, Vladimir Putin appointed Kudrin as deputy chairman of the Economic Council under the President.
