The government approved measures to protect contributions for overhaul from disappearance and inflation

Prime Minister Dmitry Medvedev signed a number of decisions on the protection of funds sent to overhaul of residential buildings.

In particular, we are talking about protecting the temporarily free funds of the regional operator, which are planned to be sent to contractors after the end of work.

“So that this money does not disappear and, of course, are not exposed to excess inflation, they can be temporarily placed on a bank deposit. In this case, additional income should be spent only on the goals of the overhaul. These are the rules now approved,” Medvedev explained at a meeting with Deputy Prime Ministers on Monday.

Another resolution signed by the Prime Minister defines the rules for holding a competition for the selection of banks to open the accounts of the regional Operator of the overhaul.

"These are the requirements for the sufficiency of the bank’s capital, it can only be a Russian credit institution, the capital of which is at least 20 billion rubles, that is, a reliable, strong bank. The list of such banks publicly publishes the Central Bank," the prime minister said.

He added that the rules also determine the conditions for the participation of credit organizations in the competition, the requirements for competitive procedures and documentation. "Thus, we now have a normative basis in order to protect the funds that are sent to the overhaul of the housing stock," Medvedev said.

Recall that the withdrawal schemes for a dozen million rubles collected for overhaul in St. Petersburg, local journalists and FBK exposed in April.

The Prime Minister also signed a decree that allows young families receiving social payments under the Housing program to send them to repay a mortgage.
