
The Ministry of Health of the Russian Federation developed a draft Code of Professional Ethics of employees of the healthcare system. This was announced by the director of the Department of Public Health and Communications of the Ministry of Health of Russia Oleg Salagai, reports RIA Novosti .
The Code establishes the norms and principles of ethical behavior of health workers in the provision of assistance to patients, the norms also apply to students of medical institutions.
"In accordance with the draft Code, an employee of the healthcare system of the Russian Federation is obliged to refrain from acts that can undermine authority and respect in society to his professional activity. He must respect the personality and dignity of the patient, show respectful and humane attitude towards him and his relatives," said Salagai.
Major workers should not allow situations in which there is a personal interest in obtaining material benefits. Health officers, according to the draft Code, must lead a healthy lifestyle themselves and try to promote it. At the same time, they will be fully responsible for their advice, data in the media and the Internet, to citizens and the professional community.
The document is advisory, explained by Salagai. There is no text of the draft order on the website of the Ministry of Health.
The order to develop the Code of Inquisition of Medical Workers gave in February 2015 Deputy Prime Minister Olga Golodets. This happened after the actions of people who work in healthcare became one of the most resonant topics in the media and the blogosphere, the Izvestia newspaper noted.
A whole series of selfies of doctors on the background of patients lying on the operating table appeared on the Internet. For example, in 2013 in the Perm Territory, doctors took staged photographs , where they allegedly drink donor blood and play with the patient while he is unconscious. At the end of 2014, the scandal erupted in Nizhny Tagil - there the nurse of one of the clinics decided to photograph herself against the background of the patient, who is being done and posted a picture on her blog.
A similar incident occurred in Kolomna: an employee of the Central District Hospital Olesya K., due to the publication of the picture of a naked patient on Instagram, lost her job.
In 2013, the nurse in Omsk paid for publishing photographs of patients and insulting signatures in which she called patients "nasty fat women."
One of the resonant cases occurred in 2014 - a video got into the network how the anesthetist Andrei Votyakovhit the Perm hospital in the face and chest of the patient who was in intensive care. The court sentenced the doctor to five months of correctional labor, he was also deprived of the right to engage in medical activities for two years. In court, he said that he was repenting, and explained that he had a nervous breakdown.
A similar case occurred in December 2015 in Belgorod. There, the doctor Ilya Zelendinov beat a patient who eventually died . In March 2016, Zelendinov was sentenced by the court to nine years and two months of the colony.
However, the complexity of the relationship between doctors and patients is not the only reason why the authorities recall the need to develop and clarify the codes of ethics for doctors. At the end of 2015, it became known that the authorities of the Trans -Baikal Territory decided to update the Ethics Code for doctors, where the protests of employees of medical institutions who complained about non -payment of salaries passed.
The authorities of the region criticized doctors, and officials of the local Ministry of Health supplemented the Regional Code with amendments, according to which doctors were forbidden to criticize the activities of medical institutions, their employees and power.
