The highest certification commission recognized that large -scale incorrect borrowings are present in the dissertation of the capital's parliamentarian.

One of the founders of Dissernet, journalist Sergei Parkhomenko, reported on his VAK decision on his Facebook page . "Last Friday, a meeting of the Presidium of the Higher Extraction Commission of the Higher Attestation Commission was held, which considered Dissernet's statement about depriving deputy Smetanov to a degree. And it was decided to deprive Alexander Yuryevich Smetanov the degree of Doctor of Economics," the report said.

Parkhomenko noted that in Russia there is no arbitration instance in the field of scientific certification higher than the Presidium of the Higher Attestation Commission. The decision to deprive Smetanov of Doctor's degree was made at the statement of Dissernet, based on the examination conducted by him. Parkhomenko recalled that in the doctoral dissertation of the deputy of the Moscow City Duma, large -scale incorrect borrowings were discovered, as well as the "scientific forgery": the official took statistics and replaced the dates of their receipt.

The plagiarism in the work of Smetanov "Dissernet" found in May 2014. Two years later, the deputy appealed to the economic security and anti -corruption department of the Ministry of Internal Affairs with a request to check the financial activities of an organization engaged in the search for incorrect borrowing in bureaucratic scientific works.

Smetanov’s statement said that Dissernet announces to citizens that he intends to fight “falsifications”, “forgery” and “illegal frauds” when defending the dissertations, however, “there are no instructions on the successes in this area on the Dissernet website”. In this regard, the deputy suggested that the donations collected by the organization are not “not for the declared goals, but for personal enrichment,” that “can be considered as a sign of the“ fraud ”crime.

"Here you, deputy Smetanov, wanted to know what Dissernet has success in the exposure of all this, unpleasant? Now more understandable? Success has been discovered?" - Parkhomenko wrote, referring to the decision of the Higher Attestation Commission on the basis of the examination of Dissernet to deprive Smetanov degree.

The journalist also recalled that the three founders of Dissernet, including himself, managed to visit the police to give explanations to the “operator, Lieutenant Colonel S.V. Filippov” on Smetanov’s complaint. After the decision of the Higher Attestation Commission, Parkhomenko called the deputy of the Doctor's degree, he called the operative of the Web of the Central Internal Affairs Directorate and informed him of new circumstances.

The high quality of the examinations conducted by the community has already been confirmed repeatedly.
