JSC Petersburg Supply Company (part of the PJSC Inter RAO group), which is a supplier of electricity in St. Petersburg, the Leningrad region and the Omsk region, received a new mechanism for influencing defaulters after the adoption of the federal law on strengthening the payment discipline of energy consumers. This was reported by Kommersant with reference to a representative of the PSK.

The law establishes administrative liability for violating the procedure for limiting electricity consumption. This means that if, after turning off the electricity for debts, the defaulter (legal entity) independently resumes electricity consumption without paying off the debts, he faces a fine of 100 thousand to 200 thousand rubles. Officials may also be disqualified for a period of two to three years, losing the right to manage a legal entity.

Every month PSK disconnects about 360 commercial consumers in St. Petersburg for debts. About 40 of them independently resume electricity consumption without paying their debts. The number of candidates for disqualification per year may be 480 officials. At the moment, among them are the managers of CJSC Construction Company LenSET, Viking LLC (Maghrib cafe on Karavannaya Street), Packard LLC (store on Sredny Ave. V.O.), Europe LLC (store on Divenskaya street).

PSK will file complaints against violators with Rostekhnadzor - it is authorized to initiate and consider cases of administrative offenses related to the procedure for limiting electricity consumption. Only a judge can impose a penalty in the form of disqualification. However, this punishment cannot be applied now. As Rostekhnadzor explained to Kommersant, the regulatory legal acts that determine the procedure for recording and providing information about violations of the procedure for complete and (or) partial limitation of electricity consumption have not yet come into force (its development has been entrusted to the Ministry of Energy).

Dmitry Orlov, head of the Inter RAO retail business unit, expects that these acts will be adopted by the government this summer. At the same time, he notes that only those debtors who have absolutely no contact with sales organizations should be afraid of disqualification.
