Russian Prime Minister Dmitry Medvedev signed documents according to which it is allowed to temporarily place money for major repairs on a bank deposit. The prime minister announced this today at a meeting with deputy prime ministers, TASS reports .

“The capital repair funds that are planned to be sent to contractors after the work is completed <...> can be temporarily placed on a bank deposit,” the head of the Cabinet of Ministers said. According to him, money can be placed so that “this money does not disappear and is not exposed to excessive inflation.”

The income received from deposits can be spent “only for capital repairs,” Medvedev added. Funds can be placed in Russian banks whose capital is at least 20 billion rubles. At the same time, the income received from deposits can be spent “only for the purpose of major repairs,” Medvedev added.

The law on contributions for capital repairs was adopted by the government in 2012. In some regions, fees began to be charged only in 2014. In Moscow, the fee was introduced in the summer of 2015, and it amounted to 15 rubles. for 1 sq. m.

In March 2016, the Prosecutor General's Office called fees for major repairs of apartment buildings unconstitutional. The owners of the premises will not be able to manage the money that was transferred to the operator’s account, the department indicated in its response to the Constitutional Court. However, a few days later the Prosecutor General's Office changed its position .

Deputies of the State Duma of Russia from the faction “A Just Russia” and the Communist Party of the Russian Federation previously submitted a request to check with the Constitutional Court of Russia for compliance with the Constitution of the Russian Federation of the provisions on the mandatory fee for major repairs in the Constitutional Court. In particular, representatives of A Just Russia tried to challenge Part 4 of Article 179 of the Housing Code of the Russian Federation, according to which the operator can “transfer” money collected for major repairs by residents of one house to work in another house. The Social Revolutionaries noted that homeowners were placed in a “common pot” without their will.

As a result, the Constitutional Court did not find any violations of the Constitution in the contested provisions and recalled that local authorities took measures to choose the method of forming the capital repair fund - to the account of the regional operator or to a special account.
