The progressive public discusses the news of plans to return to Russia 15 thousand scientists who have gone abroad, who want to attract 800 thousand rubles to the country. And free kindergartens, it seems that they even plan to compose lists of candidates for return [1]. The interview of the manager of the working group is characterized by the full enthusiasm: “The most striking example is China: they also lost a huge number of scientists at one time, but thanks to the state program they managed to return so many. First of all, the image of the country is changing: from a poor, undeveloped, unpromising state from which everyone leaves, China became a country of opportunities. It seems to me that Russia has every chance to be comfortable and interesting for living. In any case, I am comfortable and interesting to me why others will not be the same?! ”
The idea itself looks attractive: yes, the “issue price”, taking into account taxes, will exceed 190 billion rubles. per year (indexation of old -age pensions by all Russians by 10% is 590 billion rubles), but a big science costs a lot of money.
However, even if you bring financial restrictions on the brackets and domestic political and international climate, the problems look much more serious. It is one thing - the temporary program of megagrators: the big scientist arrives to Russia for several months and then leaves back to his conditional MIT, it is served by the Russian host of the academic institution, which provides the bureaucratic interface at the expense of specially allocated funds, and so on.
Now imagine a great scientist who has come to the same acceptance of an academic institution for good, and not in the conditions of “efficiency pockets”, but in the most ordinary ones. Administration, reporting, public procurement, in the case of teaching-all kinds of state standards and UMK, university managers a la Kropachev (not to mention the clients of Dissernet) ...
In other words, the problem is not 15 thousand scientists as such, but in the fact that the institutional environment and infrastructure in Russia as a whole and in most Russian universities in particular are completely unsuitable so that 15 thousand scientists want to return for good; Moreover, the chances of improving this environment in the coming years (if not decades) are small. And the price of this issue is much higher than 190 billion rubles. ...
