
"Ligabinnform" published a Facsimile of an official letter sent on April 28, 2015 to the head of the Russian administration of the annexed Crimea Sergey Aksenov, the first deputy head of the FSB for Crimea and Sevastopol Rustem Ibrahimov. The letter sets out a plan of repression regarding Crimean Tatars, designed for 2015-2018.
As stated in a letter, "the leading link of the Mejlis (Crimean Tatar people. - Ed.) Got on cooperation (with security forces. - Ed.), Has anti -Russian beliefs, opens against the annexation of Crimea to the Russian Federation, leads Ukrainian propaganda."
“In this regard,” Ibrahimov continues, “the Federal Penitentiary Service of FSB recommends initiating the procedure for recognizing the Medzhlis of the Crimean Tatar people by the radical Islamic organization, the activity and existence of which poses the threat of the Russian Federation, and at the legislative level to prohibit its activities in the territory of Crimea and the Russian Federation.”
Further, the deputy head of the UFSB notes that the leadership of the Medzhlis on the peninsula is conducted by proxies of the leaders of this structure who had previously left for continental Ukraine. The repressions planned for 2015-2018 regarding the Crimean Tatars are called, according to the security forces, "to have a psycho-emotional impact on the local leadership of the Mejlis and persuade him to cooperate with state bodies."
"The plan provides for the activation of the activities of patriotic organizations radically configured to the Tatars, filtration work on the border with Ukraine (preventing the departure of the Tatars from the territory of Crimea), searches (raids and laids under the guise of searching for criminals) in places of large residence/accumulation of Crimean Tatars - supporters of the Majlis, preventing their mass meetings (including during religious holidays),,, too), - Ibrahimov writes.
Gradually, the deputy head of the FSB added, Majlis as a representative of the entire Crimean Tatar people should be replaced by the pro-Russian organization Qırım, which is headed by Remzi Ilyasov’s collaborator, the vice speaker of the State Council of the Republic of Crimea.

Indeed, the repressions against the Crimean Tatars on the peninsula have only intensified recently. Against the representatives of the indigenous people of Crimea, a number of criminal cases have already been fabricated, activists are for no reason to detain on the border with continental Ukraine, searches do not stop in different parts of the peninsula, in which the Cossacks take part .
The Majlis of the Crimean Tatar people on April 26, 2016, a year after Ibragimov’s letter, was illegally prohibited . Meanwhile, criminal cases against his leaders on various fabricated charges were opened since January 2015, when the deputy chairman of the Mejlis Akhtem Chiygoz was arrested. About a month after Ibragimov’s letter, the case was brought against the chairman of this structure of Refat Chubarov, at the end of 2015 - against the ex -chairman of Mustafa Dzhemilev, and in May 2016, after the ban on the Majlis, against another deputy chairman, Ilmi Umarov.
The international community has repeatedly demanded from Russia to stop repressions against Crimean Tatars and return Crimea to Ukraine. However, these calls are invariably ignored.
