
The Duma faction of "Fair Russia" recommended that the lower house revoke the mandates among the deputies of the specialists of Ilya Ponomarev and Alexei Mitrofanov, citing a systematic failure to fulfill their official duties. It is reported by TASS. The decision was made unanimously.
Now the question should be considered at the plenary meeting of the State Duma.
The basis for making a decision of “Fair Russia” was a law that allows depriving deputies of authority, provided that they are not fulfilled with their official duties within 30 or more calendar days. The document was submitted to the State Duma by the reference themselves, and they immediately stated that after the law entered into force it would apply to Ponomarev and Mitrofanov.
The law passed the State Duma and the Federation Council, after which on May 4 was signed by Vladimir Putin. On the same day, the document was officially published, and he entered into force. At the end of last week, the 30-day period required to form a question about the deprivation of Ponomarev and Mitrofanov Mandatov expired.
On March 25, 2015, the Prosecutor General’s Office introduced the State Duma about the deprivation of Ponomarev’s deputy immunity in connection with accusations of a combination of the Skolkovo Foundation in a waste of funds. April 7, this performance was satisfied .
On June 9, it became known that the chairman of the Investigative Committee, Alexander Bastrykin, opened a case against Ponomarev under part 5 of Article 33 - Part 4 of Article 160 of the Criminal Code (aiding in empties on an especially large scale). Then the intention was reported to put the deputy on the international wanted list, since he disappeared from Russia. On June 24, Ponomarev became the accused in the case . On July 17, the judge of the Basmanny District Court of Moscow Valentin Levashova arrested Ponomarev in absentia . On October 16, the State Duma agreed to enforce the court decision on the arrest of the deputy.
Ponomarev said that he did not consider it appropriate to come to Russia for investigative actions. According to him, he is ready to communicate with the investigation by telephone, mail or Internet, but he considers personal contacts in this situation to be too. Ponomarev rejected all the accusations, saying that the case was politically motivated.
Mitrofanov fell into a criminal scandal in May 2013. According to investigators, the bailiff Radish of the Socials, the parliamentarian himself and the assistant deputy Alexander Dereshchikov extorted 200 thousand dollars from businessman Vyacheslav Zharov. For this money, they promised him to achieve the right decision in the arbitration court.
On June 10, 2014, the State Duma, on the proposal of the Prosecutor General’s Office , deprived Mitrofanov immunity and agreed to attract him as the accused in the fraud case in especially large sizes. A few days after that, Mitrofanov went abroad - as stated, for treatment.
