The Ministry of Health wants to remove drugs from HIV and hepatitis from supplies in the colony

The Ministry of Health can be suspended from supplies to the institutions of the Federal Penitentiary Service of HIV and Hepatitis. This was reported by Vedomosti with reference to the draft government decree, which was developed by the Ministry of Justice and published on the portal of "public discussion".

As stated in an explanatory note to the document, he was prepared by the order of Vladimir Putin of April 2 of this year. The Ministry of Justice explained that the project was developed because the issue of choosing the only supplier for the FSIN for 2017-2018 is being resolved.

The document was received by the Ministry of Health for approval. It is assumed that he will enter into force on January 1 of next year.

As Denis Godlevsky’s specialist explained to the publication, last year the Ministry of Health failed the purchase of drugs for the FSIN, as he set low prices for the drugs, so that the auctions declared by him were ignored. The director of the human rights project "Zone of Law" Sergey Petryakov, in turn, noted that information about interruptions in the supply of drugs in the institutions of the FSIN began to appear in November 2015. Problems were recorded in 18 regions of Russia.

In May of this year, the Federal Penitentiary Service turned to the Investigative Committee of the Investigative Committee with a demand to bring officials of the Ministry of Health accountable for disruption of supplies, but there was still no response from the investigation department.

Who will become the new supplier of the FSIN, the draft resolution is not said. According to Godlevsky’s assumption, the purchase of the drugs will be entrusted with Nazimbio - a 100 % subsidiary of Rostec, which is the general director of Putin Sergey Chemezov. He expressed the same opinion in the commentary of Open Russia and Petryakov.

In 2014, Natsimbio became the only supplier of anti -TB drugs for the FSIN system. At the same time, at the end of the same year, the Federal Antimonopoly Service informed Deputy Prime Minister Arkady Dvorkovich that the transfer of the procurement of a subsidiary of Rostec led to an increase in the value of the drugs by 15-20 percent, and stated that the assignment of state procurement to the only supplier is basically undesirable.

Meanwhile, Petryakov did not rule out that in the near future the purchase of all significant drugs will be in the hands of Nazimbio. At the same time, the human rights activist noted, the change of supplier does not guarantee from further interruptions with deliveries.

In July 2015, Chemezov turned to Putin with a proposal to make Nazimbio the only supplier of drugs, tuberculosis and viral hepatitis purchased at the expense of the federal budget for up to 2020. He also proposed to grant a subsidiary "Rostec" a monopoly right to sell blood drugs to the state for a period of up to 2025. Putin supported both proposals.

Natsimbio is capable of 90 percent to provide Russia's needs for medicines, assured Chemezov. He motivated requests for the provision of a monopoly company by "the need to ensure the sovereignty of the Russian Federation in the production of drugs and import substitution in the domestic medicinal industry."

A month earlier, in June last year, it became known that in 2015-2017, Nazimbio will be the only supplier of domestic vaccines for vaccinations, which are provided for by the National Calendar of Preventive Vaccination.
