
Prosecutors of the constituent entities of the federation must be given the powers of extra-court blocking of Internet resources that disseminate information on the preparation of unauthorized mass shares. This was announced at the "parliamentary hour" in the State Duma by the prosecutor general Yuri Chaika, reports TASS.
“We have repeatedly raised the question of blocking sites that propagate and publicly justifying extremism and terrorism. Now this is possible, but only by court decision,” the seagull said. “We insist on extraventure by analogy with the existing procedure for the prohibition of calls to extremism, which will more quickly respond to these violations.”
“For the same purpose, we propose to provide prosecutors of the constituent entities of the Russian Federation the right to apply to Roskomnadzor for extrajudicial closure of access to information on the organization of riots, illegal public actions,” Chaika said. He recalled that now only the Prosecutor General and his deputies have such powers. “And while the documents will take the time to prevent illegal actions can be missed,” the Prosecutor General said. According to him, legislative proposals have already been prepared in the Prosecutor General’s Office, and this initiative has found support from a number of State Duma deputies and the Federation Council.
Chaika said that for two and a half years, according to the requirements of the Prosecutor General’s Office, Roskomnadzor, on a shameful manner, blocked access to more than a thousand Internet pages, and illegal information from 10 thousand resources were removed. "Given the rapid development of Internet technologies, expanding the possibilities for information attacks, it is advisable to further develop the legal framework in this area," the prosecutor general emphasized.
On March 29, a member of the Federation Council Viktor Ozerov introduced a bill to the State Duma on the establishment of regional prosecutors with the right to pay off the right to block sites. Now block the site with "information containing calls to riots, extremist activities, participation in mass events conducted in violation of the established procedure" may require the prosecutor general and his deputies. Ozerov proposes to give such the right to prosecutors of the constituent entities of the Federation. As noted in the explanatory note, this will contribute to "strengthening the opposition of extremist and other illegal activities."
