Ex-mayor Tomsk was released by parole

Former mayor of Tomsk, Alexander Makarov, was released by parole. According to RAPSI, this was announced by the official representative of the Federal Penitentiary Service of the Irkutsk Region Olga Khindanova.

"He was serving a sentence in colony No. 3 in Irkutsk, he has already left her at present. He is released on parole," Khindanova said.

In October 2015, the Irkutsk Regional Court abolished the decision of the court of first instance on Udo Makarov. The wife of the ex-mayor was going to appeal this decision in the Supreme Court. In early September, the Kuibyshevsky District Court of Irkutsk decided to conventionally release Makarov, sentenced to 11 years of 8 months in a maximum regime on charges of exceeding official powers and bribery.

Makarov has been the mayor of Tomsk since 1996. In December 2006, he was detained and sent to a pre -trial detention center, where he spent almost two and a half years. Initially, he was charged with a large -scale bribe, illegal entrepreneurship, abuse of authority, extortion, complicity in fraud, as well as the acquisition and storage of drugs.

In March 2009, the ECHR, having examined Makarov’s complaint, recognized his conclusion in the pre -trial detention center unreasonable, and the conditions of detention were inhuman. Russia was obliged to pay an official of 8 thousand euros compensation for non -pecuniary damage. In April 2009, the Supreme Court released Makarov on bail. In November of that year, he was paid compensation awarded by the Strasbourg court. Meanwhile, in the spring of 2010, the official was tightened the measure of restraint, sending him at the request of the prosecutor under house arrest.

On November 15, 2010, the Judge of the Tomsk Regional Court Anatoly Pavlov sentenced Makarov to 12 years of strict regime with a fine of 1 million rubles, the payment of 626 thousand rubles in a civilian claim, confiscation of part of the property and the recovery of more than 44 million. Together with the official, his relative Nina Egorkova was convicted. She received seven and a half years in a colony with a fine of 500 thousand rubles, the payment of another 1 million in a civil lawsuit and the deprivation of the title of police colonel. Makarov did not plead guilty.

In October 2011, the Supreme Court reduced a period of four months to the official. The verdict entered into force, after which the convict was sent to IK-4 in the regional center. However, in 2012, Makarov was transferred from the Tomsk region to Irkutsk - as claimed, for the purpose of his security.
