The convicted life of the ex-head of the Yukos economic security department, Alexei Pichugin, was refused pardon. This was reported by RBC with reference to lawyer Ksenia Kostromin.
According to Kostromina, the refusal was signed by the governor of the Orenburg region Yuri Berg. In this region there is a colony "Black Dolphin", where Pichugin is serving a sentence. The document does not contain motives for refusal. According to the law, the governor issues a conclusion on the appropriateness of pardon and decides whether to transfer the petition to the president.
Kostromin is still difficult to say whether Pichugin will re -ask about pardon. "He was unfairly convicted, the European Court of Human Rights recognized this. But the Supreme Court, contrary to the instructions of the ECHR, refused to send his case to revise," Kostromina said.
On Thursday, Vedomosti with reference to the letter of lawyers Kostromina and Pierce Gardner, the European Council Committee, reported that Pichugin appealed to Russian President Vladimir Putin with a petition for pardon. Pichugin made this decision on the recommendation of the head of the Human Rights Council Mikhail Fedotov, the document says. In September 2015, he, along with other human rights activists, visited the IK-6 Black Dolphin, where Pichugin is serving his sentence. Fedotov said that the HRC is ready to support the petition of the political prisoner.
On November 27, Pichugin signed a petition for pardon. At the same time, the document does not contain any admission of guilt, lawyers note. The political prisoner also turned to the HRC with a request to support the appeal.
In 2006, the court found Pichugin guilty of organizing the murder of the mayor of Nefteyugansk Vladimir Petukhov and sentenced to 24 years in prison. Later, Pichugin was sentenced to life imprisonment on charges of organizing a number of other murders. In October 2013, the Presidium of the Supreme Court confirmed the verdict .
On June 30, 2015, the TFR said that he resumed the investigation of the murder of Petukhov committed in 1998. Then in the TFR they said that the ex-head of Yukos Mikhail Khodorkovsky may be the customer of this and a number of other crimes.
On December 11, the Investigative Committee in absentia accused Khodorkovsky of organizing the murder of Petukhov, as well as two attempts for the murder of the manager of the managing company "Ist Petroleum Handachezhez MB Evgenia Rybin. "According to the results of the work done by the investigation and operational services, involvement in these murders and attempts to kill Mikhail Khodorkovsky, who played a particularly active role, was established. After all, not a single important decision in Yukos was made without the Khodorkovsky team," the SKR said. According to the investigation, it was Khodorkovsky who instructed his subordinates to Leonid Nevzlin and Pichugin the murder of Petukhov and Rybin, "whose official activity contradicted the interests of Yukos."
On December 11, Khodorkovsky invited Pichuginto take part in the show and testify against him in exchange for freedom. "The hostage, Pichugin, has not yet been conspired. But now there is an opportunity to exchange his freedom to participate in the show. Alexey, do it," Khodorkovsky wrote on Twitter.
On December 18, Kostromina said that Pichugin was not going to testify against Khodorkovsky . "Alexey Pichugin, as never before, did not give evidence for anyone, and is not going to," said Kostromina. According to her, the investigator in the case of the murder of Petukhov has not visited Pichugin recently.
