The temporary detention center in Vladikavkaz is used as a torture prison. This was stated by the institutions of the Human Rights Council Andrei Babushkin, Igor Kalyapin and Elena Masyuk, the New Gazeta reports .

By the time of the visit of members of the HRC, all prisoners were transferred from the insulator. However, from the documents it follows that prisoners were kept in the IVS for several months. At the same time, according to the law, the deadline for staying in the insulator is 10 days.

“It also turned out that this isolator does not obey the Ministry of Internal Affairs of North Ossetia, but is under the jurisdiction of the temporary operational group of the Ministry of Internal Affairs of the Russian Federation in the Republic of North Ossetia -Alania and is actually used as a secret prison of the Ministry of Internal Affairs and the Investigative Committee,” writes Masyuk. “Everyone who went through the IVS of Vladikavkaz says.”

Members of the HRC met with former prisoners of the Vladikavkaz isolator, which is called the "Caucasian Guantanamo". Those reported torture. “They fastened them to the bars and held it for 3-4 days. They beat with their hands and sticks on the head. They strangled them with a package. They connected the current. I confessed what they wanted,” said one of the prisoners.

Another prisoner said that at night the prisoners were taken to another building, where the torture team of 8-10 people in masks worked. They also used torture by electric current. The lost consciousness from pain brought to their senses, giving sniffing to dry urine.

Doctors refused to record damage to prisoners. "The nurse will give some pill such as citimon or Analgin - and that’s it," said the prisoner of the IVS. Workers of the prosecutor's office did not respond to torture reports.

Relatives of prisoners did not report the place of their content. The programs were not accepted. Before the arrival of human rights activists, prisoners were transferred from the insulator to other institutions.

The lawyers who passed through the Vladikavkaz IVS repeatedly complained about the systematic use of torture in relation to their clients. However, the prosecutor's office of North Ossetia once answered that there was no torture in the isolation ward.

“The Prosecutor General’s Office of the Russian Federation should be engaged in a secret prison under the guise of IVS. Hundreds of people from many regions of Russia were tortured here. It is torture and inhuman conditions of detention from prisoners who were knocked out and continue to be knocked out by the investigation. This inquisitive conveyor should be stopped,” Masyuk writes.

The torture in the IVS of Vladikavkaz was reported earlier. In 2013, the Lawyer Chamber of the Republic of North Ossetia-Alania prepared a special report to the prosecutor’s office and the regional government on what was happening in the isolator. However, no measures were taken.
