Twenty -six years ago, on June 12, 1990, the first congress of people's deputies of the RSFSR adopted a declaration of state sovereignty of the RSFSR, which announced the determination to create a democratic legal state as part of an updated USSR.

It was found that the bearer of sovereignty and the source of state power in the RSFSR is its multinational people, and the sovereignty is proclaimed in the name of the highest goals - to ensure an integral right to decent life and free development.

All citizens and stateless persons living in the territory of the RSFSR were guaranteed the rights and freedoms provided for by the Constitution of the RSFSR, the Constitution of the USSR and the universally recognized norms of international law.

The declaration guaranteed all citizens, political parties, public organizations, mass movements and religious organizations equal legal opportunities to participate in the management of state and public affairs.

It was announced that the separation of the legislative, executive and judicial authorities is the most important principle of the functioning of the RSFSR as a legal state.

The RSFSR announced the adherence of the universally recognized principles of international law and willingness to live with all countries and peoples in peace and consent.

The beginning of the constitutional reform and the development of the new Constitution of the RSFSR was announced.

It was a time of hopes, a time of getting rid of a political monopoly, a time of liberation from fear, the time of awareness of the new era, from which the main thing was expected - freedom.

We all became part of a wide democratic movement, by virtue and success of which we completely believed. The phrase that united all of us became the words of democratic Russia.

We became its builders.

A quarter of a century later we live in a completely different country, where all these high words are written on paper, all these rights are fixed in the Constitution, but life develops along a completely different path - the path of lack of free.

The struggle for freedom in such a country can cost life.

On February 27, 2015, Boris Efimovich Nemtsov was killed in Moscow, near the Kremlin walls. It was a purely political murder. Boris Nemtsov was killed for his political beliefs, for his public civil position.

The only goal of the customers of this crime was to force Nemtsov to silence. Because the word of a free person is the worst of all for the state of lack of freedom, lies and violence.

This murder will be fully investigated only in free Russia. An honest verdict in this case can be issued only by an independent court, which is not in our country today.

It is often said that it is impossible to come to freedom without sacrifices. I do not agree with this. Freedom needs work, courage, stubbornness and perseverance, energy, faith in their strength, respect for a person. And this may be enough.

Victims on the way to freedom appear when violence becomes the main language of communication between the state with citizens.

Boris Nemtsov did not make a choice between life and death. He was a free person in a non -free country. And the guardsmen of Nonnobod decided to take his life from him. In their barbaric sense, this corresponds to the interests of the modern Russian state. Their ideas about courage correspond to shots in the back.

The relatives and friends of Boris Nemtsov decided that the memory of him should be active. This is a difficult solution that causes great respect, because labor in the name of memory is asceticism.

The Boris Nemtsov Award every year will first remind everyone of his death. In some highest sense, it will always be reproach for alive. For a free society and a democratic state, human life is the highest value. If we could turn the story, then the only worthy reason for this would be the salvation of the dead. But even God cannot do this.

We only have an active memory.

Active memory can help those who are alive.

She can fight for peace and confront the war, can stop violence, can protect a person.

Active memory is a continuation of life.

A lot happened in our country after the death of Boris Nemtsov. I consider it my duty to say today about the memorial of Nemtsov’s memory on the Big Moskvoretsky Bridge, which has become an example of daily civil resistance to state unconsciousness.

Unreason is one of the conditions of lack of freedom. People who have now occupied the Russian state now need Boris Nemtsov to be forgotten. And first of all, they forgot his death, this place itself is in front of the Kremlin, which suddenly became the second frontal place in the center of Moscow. This place on the bridge has become a symbol of the entire modern Russian political life, when there is a stone's throw to the Kremlin, and there is no one to protect a person and to death - four steps.

But you can not leave this bridge.

We came to at such a moment in the history of our country, when the authorities categorically disagree to name the bridge in one capital by the name of the deceased citizen who fought against the war and was killed in this war without spilling a anyone's blood, but are ready to name the bridge in another capital by the name of the other deceased, in the hands of which are the blood of many victims of the war.

Anyone who fought for peace, including twenty -three years ago, according to the Russian authorities, did not earn state memory. And the one who was part of this war, including twenty -three years ago, deserved. This is - a certificate of political death of the Russian authorities.

Only two deputies of the State Duma of Russia honored the memory of Boris Nemtsov on the day of his death, a year later.

Such is today the abyss in our country between power and the people.

Boris Nemtsov tried to overcome this abyss.

He could not go through this bridge to the end.

We must do this.

I am extremely touched by the decision of the Board of Trustees of the Foundation Boris Nemtsov. The task arose before me - how to dispose of the Prize of the Fund. The prize should work for civil society, for freedom and democracy in our country.

Today I announce that the awards will be donated to the “team 29” - a human rights civil group of young lawyers, headed by Ivan Pavlov.

Together with them, we appealed in the Supreme Supervision of Russia a decree of Vladimir Putin on classifying military losses in peacetime, caused, in our conviction, undeclared by the Russian-Ukrainian war. This team achieved the termination of the criminal case against Svetlana Davydova, defends the political prisoner, director of the library of Ukrainian literature in Moscow Natalia Sharina, the political prisoner Gennady Kravtsova, defended Lyudmila Savchuk, defended Nadezhda Kutepova and a group of teenagers-diggers.

These young people are defenders of law before the lawlessness, the defenders of the citizen to the arbitrariness of the state. They work for freedom and democracy in our country. I trust them with the Boris Nemtsov Foundation Prize. The report on the consumption of funds will be public.

The number 29 in the name “teams” is not age, although these people are very young. This is the number of the article of the Constitution of Russia, according to which:

• Everyone guarantees freedom of thought and word.
• Propaganda or agitation that exciting social, racial, national or religious hatred and enmity are not allowed. The propaganda of social, racial, national, religious or linguistic superiority is prohibited.
• No one can be forced to express their opinions and beliefs or abandoning them.
• Everyone has the right to freely search, receive, transmit, produce and distribute information in any legal way. The list of information constituting state secret is determined by federal law.
• Freedom of the media is guaranteed. Censorship is prohibited.

All this began in our country on June 12, 1990.

Boris Efimovich Nemtsov lived and worked for this.

This happened in the Constitution. Unfortunately, there is no life in life.

But we will not stop.

We will go further along this bridge. Exactly from the place in which the barbarians and panties stopped Boris Nemtsov.

Freedom is stronger than not free. It is transmitted in an intangible way for which the limits of human life are not a limitation.

The breath of freedom destroys the walls of non -freedom.

When a person breathes freedom, he cannot be defeated.

I believe that the Boris Nemtsov Foundation Prize will be awarded in Russia because Russia will be free.
