About twenty people gathered on June 13 in the city's Hyde Park - on the site in front of the Don State Library, which is one of the places specially reserved for public gatherings. Holding public events here does not require approval from the authorities if the number of participants does not exceed a hundred. The action was organized by the local branch of the united democratic movement "Solidarity". Among the slogans of the participants of the event were such as "To judge the power - the right of the people, not extremism", "Russia will be free!". The police demanded to stop the event, the participants refused, after which the police took away five activists.

In the police department, protocols were drawn up against the participants of the event under Part 5 of Article 20.2 of the Code of Administrative Offenses (violation by a participant of a public event of the established procedure for holding it), which provides for an administrative fine in the amount of ten thousand to twenty thousand rubles or compulsory work for up to forty hours.
