
The governor of St. Petersburg Georgy Poltavchenko on Friday, May 10, fired “in connection with the transition to another job” of one of the key employees of his administration, the head of the property relations committee (Kio) Julia Ludinov. This personnel decision in St. Petersburg had been talked for a long time, rather surprising that Ludinova lasted so long in the chair.
Julia Ludinova was born in 1979, graduated from the St. Petersburg Engineering and Economic University (INGECON), where in 2004 she defended his thesis on "state guarantees in the system of government of state debt of the Russian Federation." In 2011, after only seven years, it has already become a doctor of economic sciences, this time the topic of its work is the “organizational and financial mechanism of regional budget planning”. At that time she was 32 years old, although usually doctoral dissertations are defended after 40 years.
In 2013, Ludinova became a full -time adviser to the Governor on Economic Affairs, as they say, one of the authors of the bill on tax benefits for business, which was sent by Smolny in the SCS in the fall of 2014. As an adviser, she participated in the meetings of the city government, accompanied the specialized vice-governor Mikhail Mokratsov when approving the budget for 2015 in the ZakSU, and George Poltavchenko himself at a meeting with investors.
In January 2015, she received an unexpected increase for many, Poltavchenko appointed her the head of the city property management committee (Kugi) - she became the first head of this department with an economic rather than legal education. In this post, Ludinova replaced Maria Smirnova, who had gone on maternity leave, who came to Kugi at Matvienko, in 2009.

The United Committee of Property Relations (Kio) headed Ludinova. The new department, in fact, is responsible for all non -tax revenues to the budget of St. Petersburg.
However, over time, the positions of Ludinova, to put it mildly, were not strengthened. Her activities were not remembered except for unification of departments, and in April, at a meeting of the Government of Poltavchenko, he publicly threatened Ludinova after a complaint of the executive director of the Union of Small Enterprises Vladimir Menshikov that the committee was slowly working with entrepreneurs.
At the end of April, two deputy Ludinova, Sergey Treskov and Alexander Nikonov left the committee "in connection with the end of labor contracts." And already in June, when trying to receive a bribe, an official of Kio Anton Kudryavtsev was detained.
Who will be the new head of the Kio, has not yet been announced, but, according to Fontanka, the deputy chief of the Federal Tax Service in St. Petersburg Alexander Semchukov is considered as the applicant. According to the official biography, he worked in tax Semchukov since 2003, when the St. Petersburg branch of the service was headed by Anatoly Serdyukov. Prior to that, he worked in the structures of the Soyuz industrial group.
Ludinova herself, according to the same information, will not leave the governor’s team: she can again become an adviser to the mayor and, moreover, receive the post of deputy chief of his apparatus.
