
The work of the Ministry of Development of the Far East revealed financial violations in the total amount of 455 million rubles, this was reported on the website of the Accounts Chamber
"The inappropriate use of budget allocations in 2015 was not revealed. At the same time, the total amount of financial violations identified during the audit is 455 million rubles," the report said.
According to the audit, in particular, a subsidy in the amount of 316 million rubles for technical connection to electric networks under the State Program "Socio-economic development of the Far East and the Baikal region" was granted JSC "Corporation of the Development of the Far East" in the absence of documents for the availability of ownership or the right to lease on land plots where the technical application will be carried out.
In addition, with the redistribution of 50 million rubles to increase the property contribution to the State Corporation "Rosatom", the Ministry did not prepare the calculations and justification of budget allocations. Informatization measures for 77 million rubles were funded by the ministry in the absence of an approved plan. Also, without regulatory and administrative acts of the government, a state contract for 12 million rubles was concluded to design a system for evaluating the effectiveness of the implementation of state programs in the Far East.
The Accounts Chamber notes that the cash expenses in the proxy of 4.4 billion rubles during the financial year were extremely uneven. In the fourth quarter of 2015, they amounted to 89.1 percent of the volume per year.
"Based on the results of the audit, it was decided to send an idea to the Ministry of East Development. The appeal was sent to the Prosecutor General’s Office, and the conclusion on the results of the external audit to the Chamber of the Federal Assembly," the report says.
