Navalny demanded that the president and the head of the CEC allow a party of progress to the polls


Opposition politician Alexei Navalny demanded that an unregistered part of progress to participate in the parliamentary elections. He announced this on his blog on the day of the official start of the Duma campaign, which was given by Russian President Vladimir Putin, signing a decree on the appointment of elections on September 18, 2016.

The opposition made an open appeal to the President of the Russian Federation Vladimir Putin, Prime Minister Dmitry Medvedev and Chairman of the Central Election Commission Elle Pamfilova. In it, he demanded "on his own behalf, and on behalf of the Party of Progress" to allow the party to participate in the elections. “I would like my position to be very clear: I am for participation in the elections. Alexey Navalny also said that the Party of Progress appealed in the Constitutional Court the provisions of the Law "On Political Parties" related to state registration of parties and their regional branches. The complaint says that the provisions of Art. 15 of the Law on Parties violate the constitutional rights of citizens, allowing the Supreme Court to decide on the liquidation of the party without a decision of the Supreme Court. According to the authors of the complaint, the exclusion of the party from the Unified State Register of Legal Entities (the Unified State Register of Legal Entities) is based on the restrictive interpretation of the law by the Ministry of Justice, who considered that the party did not observe the six -month period for registration.

In early June, the results of a survey conducted by Lavada Center were published, according to which 1% of Russians announced his readiness to support the Party of Progress in the elections.

Navalny and Khodorkovsky about honest elections

The Vedomosti newspaper Alexei Navalny said that the elections can be considered honest if there is admission of all participants without artificial restrictions, equal campaign opportunities and an honest calculation.

"Pamfilova promises only an honest calculation. We believe that the party of progress has the right to participate in the elections. She was deprived of this right by ordering the Ministry of Justice, for the abolition of which there are reasons," the opposition said. As Navalny noted, the elections of the Moscow mayor showed that he has "certain support." “The Constitution literally says that the right to participate in elections is limited only by those who are in places of imprisonment,” he recalled once again.

Navalny believes that the Party of Progress "The only democratic forces have a chance to overcome the five percent barrier." He explained his appeal to the Pampilova politician by the fact that the party was illegally eliminated with the assistance of the former Central Election Commission.

Recall that the Ministry of Justice on April 28, 2015 decided to exclude the Party of Progress from the Unified State Register of Legal Entities, recognizing its registration illegal. In the spring of 2016, members of the Party of Progress Navalny and the "democratic choice" of Vladimir Milov announced the exit from the Demo Academy with the Parnassus party. The reason was disagreements on the issues of the primaries and the formation of lists. In addition, the Democrats accused the ex-Prime Minister of the Russian Federation and the chairman of Parnas Mikhail Kasyanov of the refusal to finance the campaign.

According to the authors of the document, this is due to the lack of legal regulation of the primaries procedure, which leads to abuse.

As indicated in the "voice", for example, during the vote, the EP everywhere used state premises, which "is debatable from the point of view of the law." Officials were massively involved in agitation and elections, and the strokes of the primaries were covered by state and municipal media.

After analyzing the disorders, the “Voice” in 20 of 35 regions recorded administrative coercion of people to vote, in 20 out of 35 falsification of the indicators of turnout and voting results were discovered, in 15 out of 35 there were a bribery of voters. The primaries of "United Russia" took place on May 22. The turnout amounted to 9.5% of the voters.

In turn, Parnassus on the primaries at the end of May could not ensure the confidentiality of personal data, the Voice report said. As a result, information about voters was in the public domain, and the party was forced to interrupt the vote.

Recently, the head of the CEC Ella Pamfilova proposed adopting a preliminary voting law, noting that a large number of violation reports were received in the Central Election Commission, although the primaries are outside the zone of his competence.
