"The declination, recruitment or other involvement of a person in the performance of actions provided for in paragraph 1 of Article 212 (mass riots)" should, according to the authors of this norm, be attached to a fine of 300 to 700 thousand rubles or in the amount of the convicted person for a period of two to four years, or forces for a period of two to five years, or a conclusion to the colony for a period of 5 to 10 years.
It is also proposed to tighten the sanction of Article 282 of the Criminal Code (excitement of hatred or enmity). Now part 1 of this article provides for up to four years of the colony, and part 2 - up to five years in the colony, and the lower limit of the deadline in the same case is not established. The deputies want to establish from part 1 a sanction of two to five years of the colony, from part 2 - from three to five.
It is proposed to tighten fines under Part 1 of Article 282. Now they are from 100 to 300 thousand rubles or are equal to the income of the convicted person for a period from a year to two. As the agency notes, if the State Duma accepts the "anti -terrorist" package in the near future, then it will enter into force on July 20.

A number of new articles are also introduced into the code. This, in particular, is Article 282.4 (assistance to extremist activity; up to 15 years of colony). Two other new compositions - 205.6 (failure to crime a terrorist nature; up to three years) and 361 (act of international terrorism).
Part 1 of Article 361 is supposed to be added for terrorist attacks outside of Russia. According to the plan of unicorns, it should provide for from 15 to 20 years in a colony with a two -year restriction of freedom after a deadline or a lifelong opinion. It is also supposed to be involved in this article from the age of 14.
For financing international terrorism (part 2 of article 361), the authors propose to give from 10 to 15 years with a fine of up to 500 thousand rubles or in the amount of the convicted person for up to three years. In the case, if the attack abroad will entail the death of a person, on charges of financing it is proposed to give from 18 to 20 years with a two -year restriction of freedom after leaving the colony or a life sentence.
In addition, the authors of the bill want to recognize the commission of a crime in an armed conflict or hostilities to recognize an aggravating circumstance.
It is also proposed to increase the minimum punishment under Part 1 of Article 205 of the Criminal Code (terrorist attack). Now it provides from 8 to 15 years in the colony, while in the State Duma and the Complete they want to establish the lower limit of punishment equal to 10 years.
Along with this, unicorn want to expand the list of grounds for prohibition of traveling abroad. They want to prohibit citizens who have an inconsistent or outstanding criminal record under articles on terrorism and extremism or on accusations of an encroachment on the life of a statesman, forcibly seizure or retention of power armed with a rebellion.
Initially, among the grounds for the ban on leaving the country, it was proposed to include the citizen’s official warning about the inadmissibility of actions fraught with terror, war or genocide. The ban, according to the plan of unicorns, was supposed to operate five years from the date of the warning. However, RBC on Monday said that this norm is excluded from the new edition of the bill.
Finally, unicorns want to expand the list of grounds for introducing the regime of a counter -terrorist operation. The authors of the bill propose to announce who for the prevention of crimes under articles on the seizure of a hostage, theft of a train, a ship or an airplane, an encroachment on the life of a statesman, forcibly seizure of power, armed rebellion, attacks on persons or institutions enjoying international protection.

In particular, it is forbidden to "carry out missionary activities in residential premises." Foreigners and stateless persons are allowed to preach only on behalf of the religious organization and only in the territories of those subjects of the Federation that are in the document on the registration of the organization.
In addition, missionary activities aimed at "violation of public safety and public order, extremist activity, coercion to destroy the family, encroachment on the personality, rights and freedoms of citizens, and the infliction of moral damage and health of citizens".
