The bill was adopted by the votes of United Russia, the LDPR and the Fair Russia. For its adoption, 338 deputies spoke, against - two. The Communists did not vote.
By the second reading, the deputies made amendments on which they allowed the agency’s fighters to use weapons in the crowd. The bill introduced by the President said that the National Guard "is forbidden to use firearms ... with a large crowd of citizens, if random persons may suffer as a result of its use." According to the amendments, the restriction is not valid in the event of a terrorist attack, the release of hostages, the reflection of a group or armed attack on military towns important state objects, special goods, structures on communications, protected by the troops of the National Guard.
Thus, new amendments equalize the Russian Guard with the FSB in this area. The State Duma has already allowed the special service to use weapons in the crowd under similar circumstances.
In addition, the Russian Guard will be able to use weapons to free hostages to suppress the escape and detain persons who committed a serious or especially serious crime. The troops of the Russian Guard are allowed to shoot in the air, signaling an alarm. In addition, the department will be able to use weapons to repel the attack of military equipment, aircraft and ships.
In the second reading of amendments to the bill, the employees of the Russian Guard is also given the right to suppress riots and riots in the colonies. Earlier, the internal troops of the Ministry of Internal Affairs could help the FSIN in the fight against riots in the colonies. During the reorganization, such a item was not included in the duties of the Russian Guard.
Putin signed a decree on the formation of the Federal Service for the National Guard of the Russian Federation on April 5. On the same day, he introduced a bill to the State Duma , regulating the activities of the new service. The abbreviated name will not be the National Guard, as it would be logical, but the Russian Guard.
The National Guard is created on the basis of the internal troops of the Ministry of Internal Affairs, which are withdrawn from the structure of the police department to a separate executive body. In addition, police special forces are included in the new structure, including OMON and SOBR, as well as FSUE “Security”. The total number of the Russian Guard is expected to be 350-400 thousand people.
