“Telegram does not give out data or encryption keys to third parties, including governments,” Durov said. “Laws adopted in individual countries will not affect this policy.”

The law obliges the organizers of the dissemination of information to transmit to the special services the encryption keys so that law enforcement agencies can decode correspondence. In the event of a refusal of the company, a fine of up to one million rubles may be imposed.

In April 2014, Durov left Russia after he was fired from the post of general director of the VKontakte social network. Already being abroad, he launched a successful Telegram project.

On Friday, the State Duma adopted in the second and third readings a package of "anti -terrorist" amendments. At the last moment, norms on the deprivation of Russian citizenship of bipatrides for terrorist crimes and work for foreign intelligence services and NGOs were excluded from the text of the amendments. However, the document retains the provisions on the storage of Russian communication operators about the facts of subscribers for 3 years, and the context itself, including video, up to six months.

For owners of messengers and social networks, these norms were partially softened: it will not be possible to delete information about the facts of information transmission and user data during the year, and not three years, as it was in the previous version of the text.

Also, deputies banned missionary activities "aimed at violating public security and order, extremist actions, coercion to destroy the family, an encroachment on personality, rights and freedom of citizens."

The Criminal Code will be enshrined among crimes against peace and the security of mankind - the new composition - "International Terrorism". Responsibility under the article will be established up to life imprisonment. Public calls for terrorism or its public justification on the Internet will threaten a fine of up to 1 million rubles or up to 5-7 years in prison. Failure to prepare or commit terrorist crimes is planned to be punished with a fine of up to 100 thousand rubles or forced labor for a period of up to 1 year, or by imprisonment for the same period.

The punishment for organizing an illegal armed formation or participation in it is also tightened, including abroad: the upper planning of the punishment under this article increases by 5 years. The Criminal Code is supplemented by a new article introducing punishment for declining or recruitment for mass riots. Such actions will be punished with a fine of 300 thousand to 700 thousand rubles or by deprivation of liberty for a period of 5 to 10 years.

The lower strings of punishment are introduced under Article 282 of the Criminal Code ("arousal of hatred or enmity, as well as humiliation of human dignity"), in particular, the minimum period of imprisonment will be 3 years, the maximum is 6 years. On a similar principle, punishment for organizing the activities of an extremist organization, an extremist community, and financing extremist activities is tightened.

The age threshold for intentional terrorism drops to 14 years. The circumstances aggravating criminal punishment are proposed to attribute the commission of a crime in an armed conflict or military operations. ”

In case of adoption, these norms will enter into force on July 20, 2016.
