The Ministry of Communications will prepare the amendments to the "Yarovaya Law" related to the industry. This was curled by the head of the department Nikolai Nikiforov, Interfax reports . According to him, the department is ready to submit amendments to both the new composition of the Duma and the government.

“Unfortunately, the chronology according to which the law was adopted in the second reading version did not allow the committee to take into account or hear the position of the ministry. We believe that serious issues will arise with specific law enforcement. We are confident that a number of detailed amendments are required to articles that relate to the technological sphere,” Nikiforov said.

In his opinion, the law will require amendments regarding the certification of communications, encryption and storage keys. "In particular, the amendment on the provision of decryption means - its law enforcement is difficult," Nikiforov believes.

On Monday, with a request to reject the adoption of the Yarovaya Law to the Speaker of the Council of Council Valentina Matvienko , the operators of the Big Four turned . The heads of MTS, Megafon, Vimpelcom and Tele2 are asked to prevent "unprecedented laying on the operators of the additional obligation to storage the content of communication messages, which will lead to a multiple increase in tariffs for communications for subscribers, degradation of the quality of services provided and stopping the development of communication networks in Russia."

According to the authors of the document, the adoption of the "Spring Law" threatens the industry with colossal losses. To organize the storage of the content of messages, "it will take over 2.2 trillion rubles, and the main part of this amount does not depend on the storage periods, since it will go to create a management system and search for data, communication identification systems and global modernization of communication networks.

At the same time, the authors of the letter note that now there is no equipment and software necessary to fulfill such legislative requirements. "Representatives of the communications industry have repeatedly conveyed to the developers a position on the impossibility of fulfilling these requirements, but these arguments were not taken into account," the document emphasizes.

Boris Titov, Commissioner for the Protection of the Rights of Entrepreneurs, also addressed a letter to Matvienko. He urged her not to "make a mistake."

"Today we wrote a letter to Matvienko in the Council of Council, it is impossible to accept it in this form, it is just stupidity. There are no civilian -patriotic feelings, no politics, this is an outright stupidity of economic," Titov said.

According to him, the requirements of the law are unrealistic. “It will never be completed or we will simply close the telephone communications today. It is simply pointless, because at least half of the data that is in exchange, they are encrypted. It is impossible to open this cipher, unless they give the keys, but this is also a question. Therefore, even if this data is needed, they are encrypted, and no one can read it,” the business ombudsman believes.
