
On the highway of the highway from Petrozavodsk to Essoil, only 70 kilometers, but the road takes almost an hour and a half. From here to the village of Syargilayla, where the Syamozero Park-hotel is located, you can only get by a primary taxi soil. Karelia is allocated a target federal transfer of 700 million rubles, Governor Alexander Khudilain promised to repair this road, but so far everything that is being done here is patching; Only along a beautiful golden beach is a more or less decent area.
When the local resident Ivan Mukhin and I go on the shore of Siamozer, there is no trace of good weather. Mukhin used to work in the camp as an instructor, and now he races tourists along the Shuya River. He resigned from Syamozer in 2011-during that season, the deputy director of Park-Hotel, Alexander Voronov, scored the security guard Yevgeny Safonov, also a resident of Essoyla.
“Then one of the camp employees had a birthday,” says Mukhin. - After the end, we followed the territory of the camp and fried bar. Yes, we drank, frankly say. There was a small conflict. ”
Because of what a conflict occurred, it remained incomprehensible. As the investigation showed, Voronov followed Safonov to the residential building and inflicted at least five blows to him in the occipital part of his head. The body in the middle of the night was discovered by one of the counselors. Mukhin and another instructor tried to reanimate it, called an ambulance, but the guard died in their hands. When the district police officer came to the camp after the ambulance to arrest the suspect, the owner and director of Park Hotel, Elena Reshetova, tried to fenced Voronova; She said: "He could not do it."
“Of course, because it would have become a huge spot on it and on the camp,” says Mukhin. “Therefore, I am not surprised that they hid the fact that boats with children turned upside down.”
The stories of local residents and the reviews of Muscovites about the camp are often diametrically opposite. Some say that Siamozero is a “concentration camp” or “death camp”, where children were not fed all day and set in raw tents on the beach in cold weather. Others recall that interesting competitions, campaigns were arranged here, they fed well, but settled in warm rooms.

“The camp is really good,” Mukhin is sure. - Yes, there were not enough maids, the counselor sometimes had to wash the floors. Well, naturally: the children were torn away from hamburgers, from the Internet - for them it is stress, and, of course, they will complain, they will be bored around the house. They fed good there, there were very interesting different events, discos. ”
Mukhin still communicates with some of his wards, and they, according to him, remember the holidays with pleasure. And to those whom the parents did not accustom to sports, to life in nature, really "could be difficult."
“Syamozero Park-hotel” on the site of the Soviet Forest Tale was opened by the husband of the current director of Elena Reshetova-Yuri. In 2008, he died in a car accident. According to friends, Yuri Reshetov was very passionate about the north and tourism, and he belonged to the matter with the soul. Business - several camp sites and a hotel - gradually grew. According to the employees, before the death of Reshetov, there was order in the camp: professional instructors worked, in addition to inflatable rafts and rafts, there was an escort boat. “When the husband died, Reshetova apparently decided to cut off the money from this camp as much as possible. She also has three children. Apparently, she wanted to live beautifully, ”Mukhin shares her opinion.
He says that the camp gradually fell into decay. They began to pay enough, saved on the staffing, the money was delayed. The counselors were now very young guys - students, including the son of Reshetova itself. The rest of the positions took part -time. As a result, by 2011 (then the guard was killed) there was not a single employee from local and not a single professional instructor or rescuer left in the Park-Hotel.
The deputy Reshetova in the camp was the head of the KVN Republican League Vadim Vinogradov. He was on June 18, 2016, he sailed with the children on the lake on boats right before the storm.

Vinogradov by education teacher, teacher of labor. After the Karelian State Pedagogical University, he worked as a counselor - and even won professional competitions; Then he worked at school. In Petrozavodsk, he was primarily known as a KVN player. It was in this capacity that the disgraced Karelian entrepreneur Vasily Popov, a member of the local branch of the Yabloko party ( a criminal case has been on him, now he lives in Finland - approx. Medusa ). According to Popov, who sponsored KVN for several years in Karelia, Vinogradov - an excellent organizer of the show and the "creative". “But at the same time, he is also a slope,” Popov adds. -Because of his sloppiness, I ceased to cooperate with the KVN league. It seems that he himself remained a teenager. ”
Popov believes that Vinogradov did not earn a lot of money in Park-Hotel, just this work suited him, and he and the director approached each other. “I think that he tried to diversify the life of the kids in the camp in his teenage view and overcome household inconvenience,” Popov believes. - His irresponsibility was very convenient for the grip. No normal leader would work in this camp. Vadim's friends say that he was only in words deputy director. In fact, he was not even arranged in the camp. The tragedy that happened is a consequence of the fact that he followed the turn of the Reshetovaya. He is a slope, but not a villain. Perhaps he will still take the blame for himself, excizing the rest. "
The instructor Mukhin has a different look. Vinogradov, he says, was an authoritarian leader and in everything relied on the order and plan established by him: “He is a principled person, he needs everything to work for sure. And to some extent he is right. He has a daily routine, organizational issues are clearly performed, but this clarity failed him. ”
The information about the discipline that reigned in the camp is also quite contradictory. Some witnesses argue that in 2015, employees, in order to just go beyond the camp and reach the village, had to ask Personally from Reshetova, and the guard zealously watched that none of the outsiders would get inside. On the other hand, in Essol it is said that it is easy to climb the camp through the camps through the holes in the fence, and they talk about drunkenness among workers as a very reason. There was always a lot of security in the camp; At the same time, the children were left to themselves.
“Syamozero Park-Hotel” is located almost immediately behind the village of Syargilayt, a hidden Karelian attraction. Then they shot “And the dawns here are quiet”: you are passing the coast with the same bath, the hut of the commandant - and in front of you is the road to the hillock; It was on her that the heroine of the film Osinin, Gurvich, a quarter, Komelkov and Brichkin went on the task of her.
The camp is still full of cars: the investigation continues. The guard at the entrance refuses to pass, but it is not difficult to get to the camp - the fence is full of holes, and in one place the real bridges are even thrown through it, the purpose of which is completely incomprehensible.

The state of the fence is only one of the many violations that one after another revealed in the camp of the commission of all varieties; ministerial, interdepartmental, prosecutors, from Rospotrebnadzor. But not one of the commissions who came here was able to close the camp longer than a week. The fact that the commissions came not only once a year, as it should be, but much more often - the merit of a person who, in essence, had no authority to control the camp and its director. This man is the most implacable enemy of Elena Reshetova and Vadim Vinogradov - the head of the municipality of the Essoyle rural settlement Andrei Orekhanov. His first visit to the Syamozero Park Hotel in 2010 “shocked it”.
“Firstly, electrical wiring,” says Orekhanov. - She goes through trees, through metal fences, on the ground - without special protection. Second: the buildings themselves were not ready to receive children. Bled furniture, blankets, metal nets are torn, bedding are wet, dirty. There was no medication: he came once a week - he will examine the children and leave. Protection - it is not clear from which organization. Every year is new. ”
That is why, I am sure of Orekhanov, it came to the murder in 2011. Letters to all instances - to the prosecutor’s office, to the Government of the Republic of Karelia and to the relevant ministries separately and even to the FSB - led only to one result: Reshetova ordered not to let the head of the village into the territory. The commissions made the instructions, the camp was closed several times, Rospotrebnadzor wrote out fines, but the place of children's rest was opened again - in court. The local judge, who has canceled one after another decision on fines and closing, has been looking for all Karelian journalists for a week. There are no courts in the electronic archive of the court.
Once Orekhanov still managed to get into the camp. Children complained to him that they were poorly fed and they were sick. When a commission called by the head of the village from Petrozavodsk came to the camp, everything was still. The prosecutor's office closed the camp, five children were sent to the hospital, the rest to Moscow. However, ten days later, with the beginning of the next shift, Park-Hotel began to work again. Orekhanov had no doubt that someone was reliably covering Reshetov.
From the entire inheritance of her husband Yuri Reshetov (it included many tourist objects in Karelia and real estate in the suburbs) by 2016, Elena Reshetova remained, according to the database of legal entities “Spark-Interfax”, only the complex on Syamozer (they are managed by three LLCs at once) and the Nevskaya Hotel in Petrozavodsk. The rest of the enterprises either went bankrupt (one of them, the Gandvik hotel in Belomorsk, Reshetova overstrew herself: the lawsuit as a lender filed a Kareliyaopen LLC, or were sold.

Among the co -owners of various assets belonging to Reshetova, there was a companion of the late Yuri Reshetov in another business Vladimir Trinchin. The Moscow Komsomolets found another business partner of Reshetova-Vitaly Ukoch. In MK they do not exclude that this is Valentina Ulch's husband, Deputy Prime Minister of the Government of the Republic of Karelia on social issues, and until 2014-the Minister of Health and Social Development. Vitaliy Ulsch was the director of the Russian North travel company, and among its co -owners - OJSC Inavtomarket M, in which Reshetova belonged to a control package in 2002.
Several Petrozavodsk journalists at once assured the Medusa correspondent: Vitaliy Leduch-and there is the person who connects Reshetov and the Syamozero Park Hotel with the region’s authorities. The same was said by the Karelian entrepreneur Vasily Popov, but clarified: "I have no facts in my hands."
In Moscow, on a tender, declared in 2015 by the city government, Siamozero competed only with another company Reshetova - Kareliyaopen. In a row for 2016, it was generally received without a competition: the second participant withdrew from the auction. Under the last contract between the Department of Social Protection of the Government of Moscow and LLC Park-Hotel Syamozero, the city bought 923 vouchers of 37,725 rubles each. At the same time, in the Kareliyaopen company, anyone could buy the same ticket for six thousand rubles cheaper, 31.5 thousand rubles.
Officially, no more than 200 children could be in the camp. In reality, there were more each shift. Firstly, they were put into the corps, which was not operated according to the documents. Secondly, some of the children were all the time outside the camp. Many who worked or lived in the Park-Oteel talk about this system of “carousels”: while some went on a hike, others settled in their place. The inhabitants of the building closed according to documents were each time taken to the forest during inspections.
“Everyone knows that there will be a check. What needs to be done, ”says Ivan Mukhin, who worked here. - Take the children on a hike. We teach them to make bonfires, give SOS signals, just so that there are no children in the camp. After checking, we can return and live happily on. ”
The head of the rural settlement Andrei Orekhanov believes that there could be more than 300 children in the camp.

Reshetova’s affairs, according to Spark-Interfax, have gone well in recent years. From 2012 to 2014, the revenue of LLC Park-Hotel Syamozero increased from 17 million to 30 million rubles, net profit-from two million to nine million rubles.
At the same time, Reshetova was able to save. For example, Park-Hotel entered into an agreement with the Petrozavodsk Pedagogical College, according to which students at Syamozer were counted as practice.
For everyone who has at least some relation to Siamozer, the most emotional reaction causes what boats and in which composition the grapes, counselors and children went to the water. They say that you can’t swim in the lake on the canoeing in which there were children, even in good weather. A resident of the village of Siamozer named Tatyana is offended by journalists who write that "the lake has killed children." “The truth is that the lake is actually called“ weather ”. Without the participation of local people, one cannot deal with him, ”she explains. -And what boats they had-this is horror! This is not a boat for a ramoser! ”
From the same, Ivan Mukhin from Essoyla begins. He himself says that he does not go out to Kanoe in Xiamozero even in quiet weather, for this there is a small lamp of Lambushka in the neighborhood. But even having left in bad weather in such a composition (raft and two canoeing), the death of children could be avoided, he is sure if at least someone knew how to behave in a storm, how to act if you fell into the water. Adults, including Vinogradov, did not have such skills, he believes.
“It was possible to avoid tragedy if the boats had not been divided, but would follow with insurance: raft in the middle, canoe - on different sides. Even if they turned upside down, the children could simply be raised to Raft, and the things are dumped, if necessary, into the water, ”Mukhin explains. - Again, they were not taught how to crush, how to behave if you hit the water. Here the same thing, as if you are floating with the flow through the thresholds: you have to swim, bending your legs, legs forward. If they knew this, perhaps they would have remained alive. ”

47 children, three counselors and Vadim Vinogradov sailed from the bay, which were located at 11:00 on June 17. As the children themselves said later, many of them received messages from the Ministry of Emergencies about the storm warning; They asked to cancel the campaign, they were supported by some counselors. However, Vinogradov was adamant, especially since the weather was relatively calm. The group on Raft and two canoeing went along the coast, then the children set up the camp, spent the night, and at one day they went across the lake in the northeast direction, to the Great Island of Eilosvarvari. The path to it is about 11 kilometers. About an hour later, a fresh fair wind rose, which quickly turned into a storm. It was not possible to turn back. Raft, on which Vinogradov was rapidly suffered to the island, canoe turned over.
Shortly before being in the water, one of the adolescents (who was on canoe) tried to get through to emergency service, hit the Suoyarvi hospital on duty paramedic (this is about 60 kilometers to the north-west). What exactly the boy said and what the paramedic answered him is unknown; But the request for help was ignored. The paramedic was later detained , the court refused to arrest her.
While Vinogradov, most children and two counselors were chosen as the shore of Eilosvari, teenagers from inverted boats were carried to two small islands. Nine children and two counselors managed to get out. Later there was a girl who sailed and lost consciousness right on the shore - she was discovered only in the morning of June 19.
14 children died - lost consciousness and froze or crashed against stones.
Vinogradov was associated with Reshetova, which, as she herself later declared, was not in the camp at that moment. After waiting until the morning, she called her colleagues - the owners of the Silent Lake base in the village of Kudama Nikolai and Natalia Stolyarov. Спасатель Андрей сразу сообщил об этом Николаю Столярову. Николай вовремя растопил баню, Андрей спасал детей от последствий переохлаждения. Баню растопили, и всех живых стали свозить туда».
На озеро приехали спасатели МЧС, которых вызвали из Кудамы люди, нашедшие выбравшуюся на берег девочку; началась поисковая операция. Тело последнего мальчика обнаружили только 26 июня.

На протяжении последних двух недель проверки в Карелии проводятся во всех детских лагерях. Отменилась биологическая практика в Кандалакшском заповеднике у учеников московской 192-й школы. На Сямозере Ореханов с сотрудниками прокуратуры лично ликвидировал большой палаточный лагерь на берегу, где отдыхали подростки из Петрозаводска в сопровождении учителей.
В деле о происшествии на Сямозере — шесть подозреваемых. В СИЗО находятся Елена Решетова и Вадим Виноградов; под домашним арестом — глава карельского Роспотребнадзора Анатолий Коваленко (по подозрению в халатности). Троих вожатых-студентов, участвовавших в походе (Регина Иванова, Людмила Васильева и Валерий Крупнодельщиков), отпустили; но они проходят по статье УК «Оказание услуг, не соответствующих требованиям безопасности». В московском департаменте соцзащиты проведены обыски. Подозреваемых там пока нет.
В ходе выполнения редакционного задания «Медузы» журналист Даниил Александровбыл задержан полицейскими в Эссойле. Его обвинили в работе без аккредитации для иностранных журналистов и завели административное дело по статье 19.20 КоАП РФ («Осуществление деятельности, не связанной с извлечением прибыли, без специального разрешения (лицензии)»). Чем завершится административное разбирательство в суде, сказать сложно: Даниилу Александрову выписали повестку на 6 июня (не июля!) 2016 года.
