The State Duma of the 6th convocation finished its work, accepting the scandalous “Spring package” . On the same day, deputies voted for a less noticeable but no less controversial bill, which could affect the future of the country even stronger than tightening anti -extremist legislation. According to the new amendment, the cultivation of genetically modified organisms is prohibited in Russia. Radio Liberty will reconstruct in detail the history of the struggle of the Russian authorities against GMOs, during which progressive ideas surprisingly resisted paranoia and ignorance for a long time, and explains why the adopted law will not make Russia a “zone without GMOs”, but will leave it in the second roles in a changing world.
According to VTsIOM, more than 80 percent of Russians believe that food with GMOs is harmful to health . What is the reason? On average, people, in principle, are quite poorly aware of genetics even at the most trivial level, not to mention modern biotechnologies. A jokes conducted by the center of Yuri Levada is known: to the question "is it true that ordinary plants do not contain genes, but do genetically modified plants contain?" They answered “no” less than a third of the respondents. Moreover, few people understand well how GMOs differ from breeding products. For more than 80 years, breeders have been using chemical and radiation mutage to obtain new variations - they are not ready to wait for useful mutations to occur by themselves. Thousands of varieties have been obtained in this way, but for some reason this approach does not cause such violent discussions in society as a much more accurate and “gentle” method of changing the genome-genetic engineering.
Genetically modified organisms are often associated in people with hypertrophied carcasses of broiler chickens or too perfect apples on the shelves in the supermarket. In fact, neither the other has nothing to do with GMOs. Brailemers are the result of crossing (hybrid) of several breeds of chickens, and indeed, genetically modified meat (you need to distinguish between transgenic meat and animal meat grown on transgenic feeds, which is no different from the usual) on the world market yet, and the first and only variety of GM fish, AquaDvantage salmon is approved for food less than a year ago and not yet I got to the shelves. With apples-the same thing, the first variety of GM yablock called Arctic is just approved and will appear on store shelves in the United States only in 2017. Fresh vegetables and fruits that can be found in Russian supermarkets are varieties bred by classical selection, during which they received better resistance to disease, the ability to be stored longer and so on.
Does this mean that GMO does not fall into the diet of residents of Russia? Probably still falls. To date, the country is allowed to use in food products of some varieties of corn, potatoes, soy, rice and sugar beets (in total 22 plant lines). How much GMOs really falls into food is difficult: according to the current rules, in the case of maintaining more than 0.9 percent of GMOs in the product, that is, within random technical impurities, a special marking is needed on the package. According to Rospotrebnadzor, only 72 food products obtained using GMOs were registered in total, of which 31 food products of plant origin, two biologically active food additives and 39 enzyme drugs. In reality, it is very difficult to find a product containing GMO in the store. Most of the impressive import of transgenic products are food.
One way or another, the idea that GMO products are the same “unhealthy” food that we are supposedly overwhelmed by the border is erroneous.
Moreover, scientists have reached a thorough consensus that transgenic products are not dangerous to human health. Many reports are devoted to this that summarize the results of dozens of studies of hundreds of scientific groups that have studied the issue over the past 20 years ( here is one of them ).
On some issues related to GM cultures, there is less clarity. Thus, the influence of GM cultures on varietal variety is widely discussed (huge areas are sown with only a few varieties, which makes the system potentially vulnerable to new diseases and other factors). However, this is not some specific problem of GM-sorts-this situation develops regardless of how the variety was obtained. Concern is caused by the monopoly and the economic strategy of individual companies, of which the most earlier Monsanto, recently acquired by Bayer. Farmers complain that the seeds of some varieties have to be purchased every year, which gives additional profits to companies, but the same applies to any hybrid varieties that show their properties in the best generation, and then splitting, and only part of the plants show all the necessary properties. Finally, most of the GMs of the GM-sorts of stability genes of herbicides, which allow you to easily fight weeds, but the herbicides used for this are low toxic for humans and animals and are used in smaller quantities than when cultivating non-GM cultures. All these fears are not related to the technology of genetic modification as such, but only to specific strategies for its application in practice.
Distrust of GMOs exists not only in Russia - just, on July 29, a letter in defense of the GMO technology and against unreasonable “organic” propaganda signed 107 Nobel laureates. But the public discussion in the world cannot prevent the spread of biotechnologies, the only question is who will be at the forefront of this process, and who is in the rearguard.
At the end of June, the State Duma of the Russian Federation adopted a bill prohibiting the cultivation and breeding of genetically modified plants and animals.

In essence, it makes no sense to grow GMO-Rasteniya (talking about animals just does not make sense: genetically modified animals have been developed, but so far they have not received official approval) outside the experimental sites before. However, at the very end of 2012, a draft Decree of the Government of the Russian Federation appeared “On the approval of the procedure for state registration of genetically engine-modified organisms intended for production on the environment, as well as products obtained using such organisms or containing such organisms”. This document, by and large, only in general terms described the procedure for registering GM-organisms “intended for the environment”, the powers of regulatory authorities and the procedure for conducting examinations, but in fact it lifted the ban on growing transgenic plants in the country.

The publication of this document provoked an active anti-GMO campaign with slogans like “declare Russia a zone free of GMOs,” which unfolded in the spring of 2013. Activists collected signatures under petitions with Alarmist statements (“If the draft decree on state registration of GMOs will be adopted in this form, then this document can be considered as“ legalized destruction ”of the population using food, medicines, seeds and animal feed”) and conducted pickets with slogans “No Monsanto! For Russia without GMOs!”. The main persons of the campaign were two people, in a few months they managed to create a real anti-GMO hysteria. This is Irina Ermakova-a specialist not in genetics, but of the highest nervous activity, famous for the statement that the GMOs were given to the aliens and studies that allegedly proved the harm of genetically modified food products, but did not receive independent confirmation. And Elena Sharoykina is a philologist by education, lobbyist and PR consultant by profession and the “most beautiful Russian ecologist”, according to some media.
During the populist and emotional campaign, it was possible to collect several tens of thousands of signatures, perhaps it is not surprising, because Irina Ermakova’s typical rhetorical technique sounds like this: “The young girl and young man meet, fall in love, get married. Then, in the process of love, they appear in the process of love - beautiful and talented. This process wants to deprive us! The most beautiful, probably.”
The petition was sent to the president in August 2013, and Putin seemed to have listened and even signed an order that demands (contrary to the draft resolution already prepared by the government) to tighten control over GMOs and consider the possibility of a complete ban on importing GMO products.
However, in just two weeks, the government adopted Decree number 839 , by and large, approved the project proposed in December 2012. The decision was supposed to enter into force on June 1, 2014 and caused many participants in the agricultural market enthusiasm. So, according to the forecasts of the representative of Bunge, Oleg Sukhanov, the first Russian crop of genetically modified soy could be harvested in Russia in 2016-2017.
2014

Perhaps, from the end of September 2013 to February 2014, these are the only months when a progressive agenda officially operated in Russia in relation to GMOs. But on February 12, the operational meeting of the Security Council of the Russian Federation "On the state and problems of ensuring national security in connection with the use of genetically modified organisms", where, as it became clear from later events, it was decided to twist the nuts. What has become a motivation for such an approach, someone’s personal paranoia or some kind of lobby, now it is impossible to say. It is obvious that anti-GMOs added oils to the fire, hastening to submit to the prime minister Dmitry Medvedev Decree 839 as a lunge against the president. “The actions of the authorities talk about the absence of a coordinated position on GMOs,” said Elena Sharoykin in an interview with Gazeta.ru and complained that the hopes caused by Putin’s assignment collapsed.
Growing cannot be allowed
Then, in February 2014, it took, as it became clear later, a landmark event - a “selector meeting on the results of the development of agriculture in 2013 and tasks for 2014”. The Governor of the Rostov Region, Vasily Golubev, who participated in it, suddenly asked Prime Minister Dmitry Medvedev cancel the decree. “It is obvious that cheap products with GMOs, which is tightly limited abroad, affects the state of domestic agricultural production, and people, of course, are concerned with health problems,” Golubev said. He was immediately supported by the deputy Medvedev Arkady Dvorkovich, who stated that the control over the import of GMOs would intensify, and “growing cannot be allowed”. The prime minister streamlinedly answered: “This topic is very complicated, including because we do not have a normal base on the basis of which we can judge what is happening in the country”, and added that it is not surprised if the crops of GMO cultures are already unofficially in the country.
Arkady Dvorkovich and food without GMOs
Two weeks later, in March, a bill was introduced to the State Duma introducing a ban on the turnover of products containing GMOs (above a certain norm that the government was to establish separately), and limiting the cultivation of GMOs intended for use in food and feeds. Around the same time, one of Vladimir Putin's few statements on this topic was sounded : "We [protect citizens from GMOs] can, we must do and we will do it. We recently discussed this at a meeting of the Security Council." The flywheel of the ban on GMOs began to unwind, but in general, although the process eventually stretched for two and a half years. The deadline for the entry into force of Decree 839 was hastily postponed from July 2014 to July 2017, but the Anti-GMO had to make an amendments to the State Duma three times.
Why did all this take so much time, because the president, according to his own statements, had a clear opinion on the GMO issue? Firstly, just at the same time-since the beginning of 2014-there have been more serious reasons for worries, and secondly, the prohibitive initiative met serious resistance, in particular, from the scientific community.
In April 2014, the Society of Scientists sentan open letter to Dmitry Medvedev in support of the development of genetic engineering, which was signed by more than 300 scientists, half with scientific degrees on biology and medicine. The answer came in August, he was signed by the deputy director of one of the departments of the Ministry of Education and Science Sergei Matveev and gave every reason to count on the common sense of the ministry.

On February 2, 2015, the third version of anti-GMO amendments was made to the State Duma. The answer came - from the same Sergey Matveev (there is at the disposal of Radio Liberty). There are no more beautiful words about “innovative development” and “healthy competition”. But the same meeting of the Security Council was mentioned, as well as in September 2014 (that is, shortly after Matveev’s first response), a meeting with Dvorkovich, where “it was decided to establish the above prohibitions”.
On April 24, the State Duma adopted amendments in the first reading almost unanimously - only the deputy from Just Russia and the founder of the newspaper 6 acres Andrei Tumanov voted against the newly voted. It would seem that the issue was completely closed, but for the final adoption of the bill it took even more than a year - the deputies pulled it literally until the last day.

Probably the last serious attempt to stop the adoption of amendments by GMO opponents was a deputy request made on behalf of the same deputy Andrei Tumanov to the Russian Academy of Sciences. It was a list of about a dozen questions, like: “Does it carry, from the point of view of the existing fundamental scientific knowledge in the field of molecular biology and genetics, the use of products obtained from GM organisms, some additional health risks that are different from the risk of using ordinary organisms dedicated to selection methods?” For this, although with a great delay, a reasonable answer was received, unfortunately, he could not influence anything.
They are frightened by these three letters and do not want to hear any arguments

В попытках убедить коллег по депутатской работе, Туманов нашел формулировки для аргументов в пользу ГМО, с которыми, кажется, сложно спорить: “Генная инженерия – это прежде всего метод, а метод не может быть вредным или полезным. Вот нельзя сказать, что таблица умножения вредная, раз с помощью таблицы умножения кто-то рассчитал ядерную бомбу”. But this did not help. Сам Туманов считает, что главная причина – иррациональный страх депутатов перед ГМО, но дело, похоже, не только в этом, но и в позиции высшего руководства.

Даже после неудачи этих попыток затормозить законопроект на принятие поправок ушел целый год – второе и третье чтения законопроекта переносились из раза в раз, Аркадий Дворкович продолжал делать дежурные заявления, вроде “Правительство РФ приняло решение, что Россия не будет производить продукты с использованием ГМО” ( сентябрь 2015 ) или “Мы запрещаем эти технологии в России и верим, что можем накормить мир продуктами, которые не подвержены генетической модификации” ( октябрь 2015 ).
2016
Все закончилось в июне 2016 года. 22 числа законопроект был принят во втором чтении, а 27-го, в последний день работы Думы 6-го созыва и одновременно с “пакетом Яровой” и в третьем, окончательном чтении.
РОССИЯ – СВОБОДНАЯ ОТ ГМО?
Значит ли принятие поправок, что жители России теперь окончательно и бесповоротно защищены от употребления в пищу продуктов ГМО, как настаивал Владимир Путин? Вовсе нет, новый закон не запрещает импорт ГМО-продукции. Он лишь устанавливает право Правительства вводить такие ограничения “по результатам мониторинга воздействия на человека и окружающую среду генно-инженерно-модифицированных организмов”.
Александр Гапоненко , главный научный сотрудник Института биологии развития им. N.K. Кольцова РАН, утверждает, что закрыть импорт ГМО Россия просто не может: “Чтобы развивать свиноводство, крупный рогатый скот, птицеводство, нужна соя. 83 процента сои – трансгенная. И мы ее покупаем, в среднем на 1 миллиард долларов в год. И покупать будем, никуда не денемся”. В теории, можно было бы принципиально закупать без-ГМО соевый шрот, вот только за это придется платить премию – дополнительные 80 долларов с тонны. В этом просто нет смысла – мясо-молочная продукция станет неконкурентоспособной даже на внутреннем рынке.

Закон запрещает собственное выращивание и разведение ГМ-растений и животных (кроме как для научных исследований и экспертиз) и импорт трансгенных семян. В сущности, в правовом отношении Россия осталась в том же положении, в котором была до принятия постановления 839 в 2013 году, то есть импортировать можно, самим выращивать нельзя. ”Этот законопроект консервирует действующее положение вещей, ничего нового он не вносит”, – соглашается Аркадий Злочевский , президент Российского зернового союза.
Чего Россия таким образом себя лишает?
Александр Гапоненко говорит, что если представить весь российский урожай как огромный пирог, человеку и сельскохозяйственным животным удается откусить от него всего лишь чуть больше половины. Остальной урожай делят между собой плохая погода, сорняки, патогены и насекомые-вредители. Эту половину урожая можно было бы вернуть – ведь как раз в том числе и для борьбы с такими напастями и создаются трансгенные культуры.
“Если в сахарную свеклу вставить один ген глифосатоустойчивости – это в среднем 120 долларов дополнительной прибыли с гектара, – объясняет Гапоненко. – В России – миллион гектаров сахарной свеклы, вот умножьте. Весь мир пошел этим путем”.
Сбор урожая сои в Бразилии
Злочевский говорит, что Россия действительно теоретически способна прокормить себя традиционным сельским хозяйством. Вопрос – в экономике. “В среднем по миру себестоимость товарных партий ГМО-растений на 20 процентов ниже, чем традиционных аналогов”. В России, где сельское хозяйство низкотехнологично, разрыв еще больше – до 50 процентов.
Here are statistics. В настоящее время в мире генетически модифицированными являются 83% сои (в США 94%), 75% хлопка (в США 94%), 29% кукурузы (в США 92%), ГМ-культурами занято 12% всех пахотных земель, и эта площадь неуклонно растет.
“ГМО делают более рентабельным и конкурентоспособным сельское хозяйство, настаивает Гапоненко. – Во всем мире растениеводство – дотационное, а если использовать трансгенные гибриды, может быть, получится без этих дотаций обойтись”.
В условиях, когда государство декларирует задачу по импортозамещению, мы продвигаем в стране импортную продукцию
Принятые поправки не только лишают Россию возможной прибыли, но и фактически – вопреки концепции продовольственной безопасности и импортозамещения – ставят в зависимость от иностранных производителей ГМО, без которых даже если можем пока обойтись мы сами, не могут обойтись животные, которых мы едим. “Это – антипротекционизм, – рассуждает Аркадий Злочевский. – В условиях, когда государство декларирует задачу по импортозамещению, мы продвигаем в стране импортную продукцию”.
Может быть, российские ученые пока что смогут создать на опытных полях собственные конкурентоспособные и безопасные трансгенные культуры? Увы, эксперты в это не верят.
СВОБОДА ОТ НАУКИ
С 2002 года в России было выдано всего 14 патентов на ГМО-растения, почти все они разработаны в трех лабораториях – у Александра Гапоненко в Институте биологии развития им. N.K. Кольцова РАН, у Константина Скрябина в центре “Биоинженерия” РАН и у Сергея Долгова в лаборатории экспрессионных систем и модификаций генома растений "Биотрон".
Для сравнения: США владеют патентами на более 40 тысяч семян ГМ-культур.

“Серьезной работы над созданием отечественных коммерческих сортов сельскохозяйственных растений в России не ведется, – считает Константин Северинов , профессор университета Ратгерса и Сколтеха. – Крупные товарные производители, например, картофеля, почти полностью ориентируются на сортовой материал, созданный за рубежом”. По мнению Северинова, проблема здесь не в законодательном регулировании ГМО, а в общем уровне российской сельскохозяйственной генетики: “О смысле в работе над ГМО, применяемых в сельском хозяйстве можно было бы говорить в контексте институтов бывшей Академии сельскохозяйственных наук. Но в этой организации в целом уровень руководства и большинства проводимых работ настолько низкий, что какой-то специальной речи о генных модификациях (и даже генах), в общем не идет”.
Делать новые сорта, понимая, что нет шансов, что они будут использоваться, это занятие странное
Михаил Гельфанд уверен, что принятые поправки окончательно лишают российские аграрные биотехнологии потенциала для развития. “Генная инженерия – это уже не наука, это развитие технологий. Наукой люди занимаются, потому что это интересно, потому что мы чего-то не знаем, а теперь будем знать. А технологиями, новыми сортами люди занимаются для практических целей, чтобы это потом выращивать, человечество накормить или самому разбогатеть, а желательно и то и то сразу. Делать новые сорта, понимая, что нет шансов, что они будут использоваться, это занятие странное”.
Текст принятых поправок отличается от изначально внесенного в Госдуму варианта в одном важном предложении. В последней версии появилось уточнение, что под запрет попадают растения и животные, содержащие генно-модифицированный материал “внесение которого не может являться результатом природных (естественных) процессов”. Михаил Гельфанд и Константин Северинов подозревают, что это уточнение является калькой с формулировки регулирующих ГМО документов США, по которым новые технологии точечного редактирования ГМО вроде CRISPR-Cas9 выведены за рамки понятия генной инженерии.
“Созданные с помощью CRISPR-Cas9 организмы не могут быть детектированы методами, которые есть у государственных органов, – объясняет Северинов. – Возможно поэтому, и чтобы все-таки не казаться совсем уж “зулусами”, в законе есть оговорка, разрешающая использование ГМО, содержащих изменения, идентичные тем, которые могли бы быть получены естественным путем”.
СВОЙ СОБСТВЕННЫЙ БРАЗИЛЬСКИЙ ПУТЬ
Может быть, работающие с CRISPR-Cas9 российские лаборатории (а такие существуют) получат дополнительную мотивацию и начнут создавать новые дизайнерские ГМО-культуры с интересными свойствами, конкурируя с крупнейшими мировыми производителями? На это хочется надеяться, но сложно представить, что в этом и был хитроумный замысел законодателей.
Впрочем, возможен и другой путь: ГМО растения нелегально выращиваются в России уже много лет, по некоторым данным, ими засеяно порядка 400 тысяч гектаров. “В Бразилии была похожая история, – рассказывает Гапоненко, – там против ГМО был президент, но они откуда-то достали пару трейлеров семян трансгенной кукурузы. Она моментально, как пожар, распространилась по всей стране – 40 процентов посадок оказались ГМО. И правительству постфактум пришлось это признать и принять. И экономика от этого очень сильно выиграла”.
По оценкам Аркадия Злочевского, сегодня в России ГМО-культурами уже засеяно около миллиона гектар пахотных земель – более процента от общей площади. Разумеется, совершенно нелегально, трансгенными семенами, которые ввозятся под видом и с документами обычных. “Ответственность по новому закону – в пределах 500 тысяч рублей, но доказать все равно ничего не получится”, – замечает Злачевский.
Решения, которые были приняты в Бразилии – ориентир для того, что наша власть должна сделать
Еще несколько лет назад речь шла о 400 000 гектар ГМО посевов, то есть пока Дума принимала анти-ГМО поправки, их площадь выросла – возможно, более, чем вдвое. Злочевский говорит, что в России бразильский сценарий вряд ли возможен, уж слишком большая страна. “Но решения, которые были приняты в Бразилии под давлением ситуации, – ориентир для того, что наша власть должна сделать – признать, что посевы ГМО есть, легализовать их и наладить нормальный контроль”, – считает он. В принципе, постановление правительства 839, формально все еще не отмененное, и могло бы стать основой прогрессивного госрегулирования ГМО в России, но оно уже противоречит новым поправкам.
ЧУЖАЯ ЗЕЛЕНАЯ РЕВОЛЮЦИЯ
Технологии ГМО, которые называют “второй зеленой революцией” – это то, без чего быстро растущее население Земли уже наверняка обойтись не сможет. Методы генной инженерии пугают не только россиян, – во многих странах мира, в том числе и США есть обширные и даже влиятельные общественные группы, резко выступающие против использования ГМО. Некоторые европейские страны ввели достаточно жесткие ограничения на ГМО – впрочем, они могли пойти на такое политическое решение, потому что обладают эффективным сельским хозяйством и не так сильно нуждаются в ГМ-культурах.
Константин Северинов рассуждает, что ГМО часто оказывается политическим вопросом: естественный консерватизм большинства, мечта о “прекрасном” прошлом и клубнике с бабушкиных грядок делают регулирование трансгенных организмов темой политического популизма, во всяком случае, пока выбор между ГМО и “натуральным” сельским хозяйством не стоит потребителю больших денег.
Думаю, что время все расставит по местам, но Россия, по заведенной привычке, будет среди последних развитых стран, которые перейдут на ГМО
“Конкретно сейчас, в России ГМО воспринимается многими, как чужая, американская технология, привносимая извне, а значит – антироссийская; а значит – ее должно не пускать. Им вторят местные производители, например фермерский кооператив "Лавкa-Лавка", отметившийся крайне безграмотной акколадой по поводу нового закона. Некоторые верят, что просвещение, объяснение людям азов того, как работают гены, может помочь. Я в это не очень верю.
