
Vladimir Putin signed the law on the formation of the National Guard (Rosgvardi) in Russia. The document, on April 5, introduced by Putin to the State Duma, adopted by her on June 22 , and on June 29 approved by the Federation Council, published on the official portal of legal information.
The Russian Guard is created on the basis of the internal troops of the Ministry of Internal Affairs, which are displayed from the structure of the police department to subordinate the individual executive body - the Federal Service of the National Guard forces. In addition, police special forces are included in the Russian Guard, including OMON and SOBR, as well as the FSUE "Security". The total number of soldiers of the new power structure, as evaluated earlier, will be 350-400 thousand people.
The declared tasks of the Russian Guard - "Ensuring the regime of territorial integrity", including participation in the protection of the state border, the fight against terrorism, work in emergency situations, and the protection of special objects. The competence of the special services also includes the control of the turnover of weapons and the work of private security enterprises.
When finalizing the Law on the Russian Guard in the State Duma, the special services soldiers were imputed in the duty and participation in the suppression of unrest in places of imprisonment. The suppression of unrest was included in the circle of duties of BB, however, among the tasks of the new special services in the Putin version, the bill was not mentioned.
The soldiers of the Russian Guard have the right to check the documents and detain citizens to transfer the police, as well as cordon off the area. In addition, they can use physical force, special equipment and firearms without warning.
The initial text of the bill prohibited the Russian Guard to use firearms in the crowd, however, when considering a document in the State Duma, this restriction was removed for a number of situations, such as terrorist attacks, the release of hostages, repelling attacks on military units, important state objects and transport with special loads.
In December 2015, FSB received firearms in the crowd.
Putin signed a decree on the creation of the Russian Guard simultaneously with the introduction of the corresponding bill to the State Duma on April 5. On the 11th day of the same month it became known about the draft of another Putin decree, according to which the Russian Guard will be able to fight abroad . Moreover, if the Federation Council is given a sanction to use the armed forces abroad, then sending abroad the National Guard is supposed to be included in the competence of the head of state.
Viktor Zolotov was appointed director of the Federal Service of the Russian Guard and the commander in chief of the troops, who in 2000-2013 was the head of Putin’s personal guard.
