Over the past two years, the First Deputy Prime Minister Igor Shuvalov bought 10 apartments on the 14th floor of the Stalin high-rise on the Kotelnikiye embankment in the center of Moscow. This was reported in his blog by the founder of the Corruption Fund Alexei Navalny with reference to the investigation conducted by the Fund.

The total area of ​​purchased apartments is 719 square meters, and the FBK estimates their total cost of more than 600 million rubles. As noted, the living space was bought from the owners on extremely favorable conditions for them. “New apartments were offered with repair and surcharge,” the publication says. “There was no trading, the buyer agreed to any conditions.”

The last apartment purchase and sale transaction has passed in May. According to the FBK, in the future, Shuvalov intends to redeem the remaining seven apartments on his floor, and then combine all 17 apartments into one.

The formal owner of the entire real estate is lawyer Sergey Kotlyarenko. He studied with Shuvalov at the same course of the Yurfak of Moscow State University, and in 1999-2004 he worked in the Federal Property Management Agency, the Government apparatus and the Presidential Administration. At the same time, Shuvalov himself in 1998 was the deputy minister of state property, in 1998-2000-the chairman of the Federal Property Management Agency, and in 2003-2008-assistant to Vladimir Putin.

It was Kotlyarenko, says FBK, controlled the Shuvalov family assets, before the First Deputy Prime Minister allegedly transferred them to Russia. The official later announced the transfer of all his assets to the blind trust. Such a scheme suggests that the owner himself does not have access to property management, and the person who controls assets is completely regardless of the owner. Meanwhile, Shuvalova is managed by the "Profidir" - a company, 100 percent owned by Kotlyarenko.

Three years ago, the publication was noted, Kotlyarenko bought up three apartments in the "Kosygin House" at ul. Kosygin, 8 in Moscow. Two of these apartments - neighboring, with a total area of ​​322 square meters - subsequently transferred to the ownership of the Schuvalov family company, for which the official of the official was registered. The third apartment - an area of ​​152 square meters - located on the other floor of the house on Kosygin, remained in Kotlyarenko, which gave him the opportunity to lead the local HOA.
