In Russia it was forbidden to grow GMOs

President Vladimir Putin signed a law introducing a ban on growing and breeding in Russia genetically modified plants and animals. An exception will be made only for the use of GMOs for scientific purposes. The decree is published on the official Internet portal of legal information.

The law introduces administrative responsibility for the use of genetically modified organisms with "violation of the permitted type and use of use." For violation, a fine of 10-50 thousand rubles is introduced for officials and 100-500 thousand rubles for legal entities.

At the same time, the import of GMOs in the country remains possible. Importers of GMO products will be required to pass registration procedures. But the Russian government will be able to prohibit the import of GMOs "taking into account the results of monitoring their impact on a person and the environment."

Alexander Pankchin, senior researcher at the Institute of Problems of Information RAS Suborders, in an interview with the Open Russia website criticized the law. "The paradox of the adopted law lies in the fact that it allows the Import of GMOs, but prohibits growing them. It turns out that if some domestic gene engineer makes some promising development, then he will not be able to legally introduce it in our country and will have to sell it from other countries. And we will import the finished product. This will lead to a leakage of technology and qualified personnel from the country and its country The lag from other countries in the booty area, in addition, we will lose potential investors who could invest in such developments in the Russian Federation, ”said Pankchin.

The President of the Russian Grain Union Arkady Zlochevsky said that the law would not work. "If the agricultural producer has grown a plant containing GMOs, and then the inspector came and proved that this GMO is grown in Russia, then the manufacturer provides evidence that all the seeds are imported. Yes, the batch of seeds accompany the analysis for the presence of certain characteristics, but the third generation of GMOs has no certificates of genes. Earlier in the Russian Federation, a government moratorium on industrial genetic engineering and the import of GMOs acted, but there was no punishment for violation.

In September of last year, Deputy Prime Minister Arkady Dvorkovich announced the decision of the government to introduce the ban on the production of GMO products in Russia. "The decision was made: we will not produce food products using genetically modified organisms," he said at the Biokirov forum.

In February 2015, the government proposed the State Duma a bill establishing a ban on growing and breeding GMOs in the territory of the Russian Federation, with the exception of their use for examinations and research work.

In September 2013, Russian Prime Minister Dmitry Medvedev signed a resolution according to which from June 1, 2014 the fields can be sowed with genetically modified seeds. However, in 2014, the authorities postponed the introduction of state registration of the GMO until July 2017.

Some experts believe that GMO products are safe for humans. They pointed out that over two decades, residents of different countries “trillions times” tasted genetically modified products, and although some experiments showed the harmful effects of GMOs on flies and rats, there were no side effects on people, while many “many were killed by traditional products”.
