On June 26 and 27, the II stage of the XV Congress of United Russia took place in the Moscow Exhibition Hall "Manege". The first stage took place back in February at VDNH. In his speech, Putin noted that the party helped to overcome the split in society, which reigned in the late 1990s, and Medvedev thanked the one of the Partyers for the legislative activity in the Duma of the sixth convocation. But the intrigue of the congress, if one, was not concerned about the leaders' performances, but the formation of the election list.
The surprise, for example, was the leader of the Volgograd, Saratov, Penza, Tambov regions, the first deputy head of the presidential administration Vyacheslav Volodin, who, according to sources in his environment, wants to “personally show United Russia an example of how to work with voters”. It is known that Volodin will not go on vacation during the elections - it plans to campaign on weekends.
Most part of the list is formed according to the results of intra -party primaries, and there is a field for discontent. There are 36 territorial groups in total, and most of them combine several regions into one. The primaries took place in each region separately. When combining regions into one territorial group, the place was received above by the one who has more voters in the region, therefore, for example, in the group “Saratov, Penza, Volgograd, Tambov regions” the second, after Vyacheslav Volodin, went to the Volgogradska Evgeny Moskvichev, and the winner of the Saratov primaries, the ally of Volodin and the deputy secretary of the General City Council of the party of Olga The battaline is only the third. However, in this group, all five places can be passable. Each North Caucasus Republic, Moscow, St. Petersburg are allocated into separate groups. There are also problem groups-for example, the winner of the Orenburg primaries was in his group only in 6th place-it is impassable.
Before the congress, at the proposal of Medvedev, a number of famous people were included in the Partys, who did not participate in the primaries, - in addition to Volodin, this is the director Stanislav Govorukhin (goes the second number in Moscow after the mayor of Sergei Sobyanin), the prosecutor of Crimea Natalya Poklonskaya (fourth place in the group “Crimea, Sevastopol”), polar explorer Arthur Chinkarov (first place in the first place in the first place in group "Khakassia, Tyva, Krasnoyarsk Territory") and the commander of the Airborne Forces Vladimir Shamanov (first place in the group "Orenburg, Samara, Ulyanovsk Regions").
Also, Medvedev’s decision was included in the list a dozen governors who will be headed by party regional groups: in particular, Sergey Sobyanin will lead Moscow United Russia, and St. Petersburg - Georgy Poltavchenko. The governors, like Volodin, are not going to leave their posts in case of victory in the elections: their mandates will go the next list numbers.

United Russia in the federal part of the list has a lonely Medvedev. The Communists have a “dozen”, familiar faces: Zyuganov, Zhores Alferov, Ivan Melnikov, Vladimir Kashin and others. Plus 37 regional groups. The Communist Party adopted the tactics of United Russia, for which they had previously criticized them-now the party has its own “steam locomotive” officials. In the Irkutsk region, the party group was headed by Governor Sergei Levchenko, and in Novosibirsk - mayor Anatoly Lokot.
There are few new bright figures in the list. Two writers are worth highlighting - Sergey Shargunov and Hermann Sadulaev. Shargunov will head the regional group, which was composed of the Republics of Altai, Buryatia, Tuva and Altai Territory. Sadulaev goes through the Southern District of St. Petersburg.
On June 27, the Congress of Fair Russia put forward 410 candidates to the polls (according to the list and single -mandate districts). Socialist -Revolutionaries have 50 of their territorial groups, and often the leader of the group is nominated in a single -mandate district. The first issue is Sergey Mironov, and from the election acquisitions, Anatoly Wasserman and the former coach of the Russian national football team Valery Gazzaev can be noted.

Political scientist Abbas Gallyamov emphasizes the complete absence of the congresses of system parties: “The feeling that the situation is worsening and, therefore, it must be somehow changed in society, and politicians behave as if in the yard of the summer of 2014 and nothing needs to be done. But the head of the political expert group Konstantin Kalachev about the Congresses of the LDPR, the Communist Party and “Fair Russia” speaks not without sarcasm: “Criticism at the congresses sounded, but did not affect the president. Lists of candidates from the parliamentary opposition demonstrate readiness for partnership with the authorities. Nothing unexpected. People are all systemic. On the verge
For opposition elections, things are more complicated. Sources in the PARNAS party Mikhail Kasyanov are afraid of the final split after a series of scandals associated with the failure of the primaries (see NT No. 19 of June 6, 2016) .
"Yabloko" cannot decide on the composition of the federal part of the list. The meetings of the Political Council and the bureau of the Party Political Council are still regularly hung up to the late night, but end with nothing. Obviously, the list will include the founder of the party Grigory Yavlinsky and its current chairman Emilia Slabunov. Then the questions begin. For example, whether to include the leader of the Pskov branch of the party of Leo Schlosberg there. A hot discussion is also on the inclusion of the Five, or “Seven” of the ex-deputy of the State Duma of Vladimir Ryzhkov and the current deputy Dmitry Gudkov, whose figure causes special irritation of power.
Alexei Makarkin commented on the situation with opposition parties: “Parnassus does not even draw out by 3% *. The “Yabloko” is more interesting - taking into account the fact that it first acts as a “schismatic” of democratic forces, but a consolidating force (redheads, guides). This may be enough for 3%. But in order to get into the Duma, you need to go along the verge - not to quarrel with the authorities, and to preserve the opposition image. "
On June 17, with a series of open letters to Putin, Medvedev and the chairman of the CEC Ella Pamfilova, the leader of the unregistered Party of Progress Alexei Navalny addressed. The politician demanded to allow the party to participate in the elections. Only Pamfilova answered - on June 29, she offered a party of progress “to work within the law” and participate in the elections “through the party close in spirit”. There will be no progress in the elections.

At the beginning of spring, it became known that United Russia is conducting negotiations with parliamentary parties on the non -movement of their own single -mandate in districts, where the Communist Party, SR or LDPR have strong candidates from among the Duma old -timers. Initially, it was about thirty districts, as a result, United Russia did not put forward candidates at 18.
The party of Sergei Mironov receives 7 districts from EP. The United Russia was squeezed in the Yakut district (Fedot Tumusov is nominated from the SR), in the Kanash district of Chuvashia (the party of Mironov nominated Anatoly Aksakov there), as well as in the Penza district (candidate from SR - Leonid Levin), in the Nizhnedon district of the Rostov region (Mikhail Emelyanov), in the Rostov district of Yaroslavl region (Anatoly sinners), in the Leningrad single-mandate district of Moscow (Galina Khovanskaya), in the North-East District of St. Petersburg (Elena Drapeko).

The Communist Party received three districts free from the candidates of the district-Armavir single-mandate district in the Krasnodar Territory for Nikolai Kharitonov, the central single-mandate district of St. Petersburg for director Vladimir Borto and the Moskalensky single-member district in the Omsk region for Oleg Smolin.
Five more districts receives the LDPR. Two more districts, according to sources close to the presidential administration, will be given to representatives of non -parliamentary, but loyal to the Kremlin parties - Rifata Shaikhutdinov from the “Civil Platform” (Anninsky single -member district of the Voronezh region) and Alexander Zhuravlev from the “Homeland” (one of the districts in Tatarstan).
United Russia does not nominate in Adygea, since there, probably, the first deputy chairman of the financial markets committee Vladislav Reznik, now elected from the EP, will run there. The problem is that in March the deputy put the Spanish authorities on the international wanted list - he is suspected of involvement in a criminal group and laundering of money. Therefore, as a party candidate for EP, he is now inconvenient, but he is missed in the next Duma.
