The highest certification commission confirmed the degree of the Minister of Communications

The highest certification commission (VAK) refused to deprive the degree of Minister of Communications Nikolai Nikiforov. This was announced by oppositionist Leonid Volkov, who was present at a meeting of the VAK Council.

At the end of June, Nikiforov refused to deprive the dissertation council of the Russian Academy of National Economy and Civil Service (RANEPA). At the same time, the Council noted that the minister’s work contains borrowing and incorrect quotation, but considered that “one cannot give a formal defeat of the substantive”.

The fact that most of Nikiforov is not original, in 2014, the Dissernet community, which search for borrowing in dissertations, declared. The dissertation stated that Nikiforov’s dissertation dedicated to the public administration, in particular, uses entire paragraphs from a medical topic protected several months earlier.

“[The author of the work] simply found in the text everything that reminded of doctors, medicine, hospitals and clinics,” and mechanically replaced “public services”, “state institutions”, “government officials”, ” wrote journalist Sergei Parkhomenko.

The candidate dissertation of Nikiforov entitled “Innovative model of information flows management in the field of public electronic services: on the example of the Republic of Tatarstan” was protected in Kazan in December 2011.
