The very next day, the acting rector was appointed Nikolai Moshkin, at that time the First Deputy Minister of Education and Science of the Republic of Buryatia. At the same time, Moshkin and BSU had little connected: he graduated from the Eastern Siberian Technological Institute, where he eventually became a professor and headed one of the dissertation councils. Despite such a track record, formally, Moshkin could not become a candidate for the post of current rector, since he did not have a minimum annual experience of managing a university or a scientific institution.

After the appointment of the acting, the scientific council of the BSU introduced three candidates for the post of rector. The elections could take place at the same time, in the winter of 2015, but the Ministry of Education and Science rejected all the candidates, pushing the procedure for an indefinite period. In June 2015, the Ministry repeatedly considered the proposed candidates, having coordinated only one of three (with the minimum necessary two). The elections were moved again, and at the beginning of 2016 a new charter was adopted at the university, which actually made them optional. Contrary to the assurances of Minister Livanov (“Dozens of appeals of the rectors are received to cancel the elections in universities and go to the appointment system. Colleagues will not be”, according to the new charter agreed upon the first day after the New Year holidays, the BSU rector can not be assigned, but you can simply appoint.

Then the initiative group of protesters learned that the elections of the new rector were again transferred due to the disagreement of the Ministry of Education and Science of two of the three candidates. In fact, this meant that Moshkin would remain and. O. At least until the end of the year.

What allowed Moshkin to stay in this position, despite the protests of the university, the public and the discontent of the deputies of Khural? Archincheev says that many saw in him a protege of the head of the Republic Vyacheslav Nagovitsyn. In 2015, there was talk about the upcoming extraordinary elections of the head of Buryatia. “Nagovitsyn himself said that Moshkin is for him a soldier who will follow all the orders,” Archincheev remarks, recalling that BSU is the largest organization of Buryatia with a huge electoral potential. "These are about 2000 teachers, 10 thousand students, a lot of graduates - from teachers and doctors to law enforcement agencies and government. The influence of the university on the political and public life of the republic is very great," he says.

In the meantime, the number of inconvenient issues to Moshkin continued to grow, and not least due to the activities of the Dissernet network community.

The co -founder of the Dissernet community Andrei Zazakin says that in the situation with the rector of Russian universities a real disaster takes place: "In the last five years, people who have never worked in science, mainly with degrees in economic sciences, and at the same time, are also written off in the last five years. The website of Dissernet indicates 77 such leaders - rectors of universities, directors of institutes and directors of branches with dubious scientific degrees. “This acquired the nature of the national disaster, because it is obvious that the rector, who himself wrote off, will never be able to truly restore order among his students who are attributing to,” says Zazakin.

In this context, the situation in Buryatia was especially indicative for Dissernet, because community experts were able to trace the process of appointing a person from the “black” list from beginning to end. “We found out that a character was labeling in the rectors of the Buryat State University, who for many years riveted exactly the same dissertations at his department, where actually scientific work was reduced to the level of a student second-year course, and which, without joint work, somehow very easily inserted a piece of work of his graduate student into his doctoral dissertation,” Slezakin explains.

According to Dissernet, out of 388 pages of the substantive part of the dissertation by Nikolai Moshkin, 106 pages, that is 40 percent, contain incorrect borrowings from the candidate dissertation of Bulat Dashiev, a former graduate student of Moshkin (there are borrowing and from other works - another 18 percent). “Including,” says Valery Archincheev, “the conclusions of Moshkin’s dissertation themselves almost completely coincide with the conclusions of the candidate dissertation of another author. Otherwise, there are coincidences up to schedules, drawings, arithmetic and grammatical errors.”

Andrei Zazakin says that Dissernet experts met in their practice and more flagrant cases, but this fact, of course, does not turn Moshkin into the desired candidate for the post of rector of a large university. After the new charter was adopted at BSU, the university’s scientific council (thoroughly shirted by the acting rector) nominated Moshkin to the post of head of the university. The initiative protest group filed a lawsuit against the wrongness of this nomination, which was rejected by the court of first instance on July 11, the day before the publication of the order of Minister Livanov.

Valery Archincheev says that the initiative group opposing the appointment of Moshkin will continue to prove in the courts the illegality of his nomination for the rector.
