The criminal case of receiving bribes by senior employees of the Investigative Committee was personally opened by the chairman of the Investigative Committee of Alexander Bastrykin. It is reported by Kommersant.
According to the sources of the newspaper, Bastrykin gave the first legal assessment to the operational materials for the head of the Main Directorate of Interdepartmental Cooked and Safety of the Investigative Committee of Mikhail Maksimenko, the head of the Office of the Department of the Department of the Department of the Department of the Department of Medical Sciences and the first deputy chief of the State Medical University of Moscow for Moscow Denis Nikandrov. The materials were collected by the Office of the "M" of the FSB of Russia.
Having familiarized himself with the documents, General of Justice of the Russian Federation Bastrykin personally opened a criminal case against his subordinates, having qualified their actions as receiving a bribe on an especially large amount (part 6 of Article 290 of the Criminal Code).
After that, the chairman of the Investigative Committee was supposed to transfer the investigation of the case to one of the units of his department, and at the same time, in accordance with the requirements of the Code of Criminal Procedure, sent a copy of the decision on its excitement to the Prosecutor General. However, as Kommersant notes, the deputy prosecutor general Viktor Grin, determining the defense of the case, considered that for objectivity it was not the department itself to deal with corruption in the Investigative Committee of the Investigative Committee, as it was in all such cases, but an independent law enforcement agency - the Investigative Department of the FSB.
As a result, the case came to the head of the 3rd Investigative Department of the FSB SU Mikhail Savitsky, who decided to detain the defendants, and then petitioned the Lefortovo District Court on their arrests.
Kommersant also reported new details of the investigation. According to the FSB, the thief in the law of Zakharia Kalashov (Shakro) to establish contacts with employees of the Investigative Committee took advantage of the director of the Chop Dmitry Zvontsov controlled by him. He was also familiar with Maksimenko in the previous service in the Ministry of Internal Affairs. The latter, using Lamonov as an intermediary, organized several meetings between Zvintsov and Nikandrov. According to the investigation, the parties agreed that the general for 5 milion dollars would take a group of Shakro young under his care, solving the problems that arose among its participants.
On Wednesday, investigators, who contributed to the organized Nikandrov collapse of cases against members of the Shakro group, were summoned for interrogation at the FSB. Since they did not receive money for their actions, investigators may be charged with excess of official powers or negligence.
On Tuesday, the Lefortovo District Court arrested Nikandrov, Makandrov, Makandrov and Lamonov until September 15 .
Searches were held at apartments and cottages of suspects, as well as in the buildings of the Investigative Committee.
