
Russians who regularly pay for housing and communal services run the risk of being recognized as malicious non-payers for housing and communal services.
And all due to the fact that banks, housing and communal services organizations, the Ministry of Communications and the Ministry of Construction cannot agree who should make information on paying the state information system (GIS) of housing and communal services.
The position of banks is represented by the Association of Russian Banks (ARB), from which the Kommersant newspaper became known about the presence of problems. From the point of view of the ARB, the payment of payment should be made by organizations providing services for managing apartment buildings - HOAs, management companies, etc.
And the Ministry of Communications believe that the supplier of information on making a payment should be an organization through which funds pass. The Association of guaranteeing suppliers and energy -sales companies convinces that this is a case of utilities. “It is precisely housing and communal services organizations that have complete information about all the debts of the client,” said Olga Sellyakhova, deputy chairman of the board of the Association.
The Ministry of Construction has not yet answered the question of who is responsible for entering information in the GIS housing and communal services.
However, while the ministries decide exactly who will make information about payments, GIS housing and communal services does not work or works incorrectly. And the story with the state information system about state and municipal payments (GIS GMP) is repeated, into which banks had to transfer information about all paid fines imposed on the traffic police from January 1, 2013. But because of the disagreements about who, how, in what terms and how to transmit information to the system, GIS GMP worked with failures.
