The Moscow authorities did not agree on a rally on July 26 against the Yarovaya Law. This was stated by the head of the regional security department of the capital Alexei Mayorov, Interfax reports .

"On July 26, a group of citizens on behalf of Leonid Volkov, Ivan Zhdanov and Evgeny Zamyatin submitted an application related to the protection of articles 23 and 24 of the Constitution and Freedom of the Internet. During the registration, the approval procedure was not properly followed. As a result, the rally was refused," said Mayorov.

The city hall considered the violation that only one of three organizers signed consent to a change in the rally place, according to a member of the Central Council of the Party of Progress of Volkov. According to him, this is an established practice, and earlier the authorities did not have any claims for such occasions. “It is quite obvious that they were called some authorities from among the real authors of the“ Yarova Package ”and staged a tantrum, only this can explain the actions of the city hall,” Volkov said.

The organizers in the morning on Friday brought a new consent to the city hall to change the place of the rally, with all three signatures. In this case, the deadline for submitting the document has not yet expired. In addition, the organizers sent an application to the court with an administrative claim to the Moscow City Hall. "The court must consider our statement in an accelerated manner to protect our constitutional right to hold a rally, to oblige the city hall not to prevent its holding," Volkov said.

“Legally, everything can be carried out with the rally. We can conduct it. The city hall adheres to a different point of view - illegal. The possible consequences are not yet clear how unlimited they will act - too. On July 11, the organizers filed a notification to the Moscow City Hall about the rally "against the Internet and censorship" introduced by the "Laws of Yarova". The action was supposed to be held on July 26 at the monument to Cyril and Methodius on Slavic Square. The choice of the place was explained by the fact that nearby is the central head of Roskomnadzor - the department, which is entrusted with the obligation to monitor the implementation of the "Spring Laws" in terms of the requirements for communication operators.

However, the city hall proposed to transfer the action from Slavic Square to the Yauz gate Square with a reduction in the number from two to one thousand people, "in order not to interfere with the movement of pedestrians." The organizers agreed to this proposal.
