
Recent terrorist attacks in the USA and Europe revealed the vulnerability of intelligence services to single terrorists. As recognized in intelligence, existing data collection systems practically do not allow to identify such terrorists and prevent the mass killings that they prepare. This was told by Reuters by several representatives of the counter -terrorism structures of the United States, Great Britain and France.
The interlocutors of the agency drew attention to the fact that all the attacks that had occurred recently were arranged by people with psychiatric diseases, almost no ties with extremist groups. In particular, we are talking about an execution at a nightclub in the American city of Orlando (Florida),the murder of a deputy of the British Parliament from the Labor Party Joe Cox, the murder of police officers in Baton-Ruzh, Louisiana and Dallas (Texas), a terrorist attack in a trading center in Munich.

The tactics of such attacks sharply contrasts with a series of terrorist attacks in Paris and Brussels, which were arranged by extremists directly related to the Islamic State terrorist group (IGIL, ISIS, Daesh , is prohibited in the Russian Federation), Reuters notes.

According to Reuters sources, existing data collection systems are not designed to calculate people with psychiatric diseases who are subject to propaganda or come into contact with people who can push them to crime. Terrorists' combat units are focused mainly on the prevention of attacks that prepare large groups. So, according to officials, until the last attacks, the special services of the United States and Europe were engaged exclusively with the identification and tracking of militants who were trained from extremists, including the IG.
The agency’s interlocutors draw attention to the fact that in the USA, laws protect people who have no proven ties with foreign terrorist organizations, limiting reconnaissance and other bodies in collecting data against them.
