The regional government has a difficult process of building relations with updated municipalities.

The election of the governor of the Kirov region will not take place this year. The Kremlin did not make a decision to resign Nikita Belykh, the OPS deputies also abandoned their right to terminate the authority of the governor. The election of the new governor of the Kirov region will be held no earlier than 2017.

It is probably good that the election of the governor will not take place this year. At a minimum, we can say that the investigation has no evidence that absolutely proving the guilt of Nikita Belykh. More than 25 days have passed since the arrest and nothing new public has been presented, and the first wave raised by General Markin has already subsided. For the sake of fairness, we recall that Gaiser and Khoroshavin were not removed from office immediately, but after 10 and 20 days. But in the Kirov case, these terms are already exceeded.

The region entered the active electoral phase. In addition to the elections of the regional parliament, it is necessary to elect deputies in all areas of the region. And already these deputies have to choose the head of the district. From this year, the “dual power” has been canceled and now the head of the district is elected by a commission formed from deputies and representatives of the regional authorities. This is where the question arises: who will form the composition of these commissions.

According to the status of “on June 24”, everything was clear: there is a specialized ministry, there is an established system of agreements. How to be now? It is not even about the option “The purpose of the Varangian to acting”, the issue becomes relevant with the current management scheme. The chosen governor certainly cannot affect the process of forming a commission and the choice of the head of the district.

How the events will develop, in any case: from the return of Nikita Belykh to work to the appointment of the acting federal official, a very difficult process of building relations between the regional government with municipalities will have to. The exclusion of the main player makes the game less predictable and therefore more interesting.
