The government intends to assign to all citizens of Russia, as well as all foreigners and stateless persons permanently residing in the country, unique 12-bit codes. It is reported by Kommersant. In this case, citizens will be able to interact with the state, presenting any identity card. In addition, it will be possible to exclude duplication and distortion of data.

The idea was discussed at the meeting of the Governmentary Commission on Information Technologies under the chairmanship of Prime Minister Dmitry Medvedev. By 2025, it is supposed to draw up a single database of citizens on the basis of the registry office with the involvement of information from other government agencies, in particular the Federal Tax Service. Now, notes the publication, the resources of the registry office are decentralized - in each region and municipality they are organized separately.

The Ministry of Finance is engaged in the study of the issue. As Kommersant told the department, the base is supposed to include basic information about a person - surname, name and middle name, date and place of birth, but for the deceased and the date of death - as well as identifiers from other resources: TIN, passport numbers and driver’s license.

It is not excluded that data on the place of residence, work and study, as well as a criminal record, will also get into the base.

At the same time, the Ministry of Finance assured that it was not planned to include information about the ethnic and racial affiliation of citizens, political and religious views and health status.

All adult citizens in the part regarding themselves and their minor children will receive access to the base information. Government structures are claimed, data will be provided only through a regulatory exchange or on request.

At a meeting on Tuesday, Medvedev instructed in September - October to complete the work on the register concept, and in November - prepare the corresponding bill. According to the plan, until 2018 it is supposed to adopt the necessary laws and complete the design of the system, in 2019-2020-to enter data into the register and establish interaction with other state resources, and in 2021-2025-to develop a single base.

As the newspaper notes, the creation of a general system of identification of citizens obviously slowed down. Earlier, the Federal Tax Service announced the intention to implement the Single ID system by 2018.
