The Ministry of Finance offers almost three times, from 12.1 to 4.6 billion rubles, to reduce in 2017 to finance the program for supporting small and medium -sized enterprises. As follows from the letter, the Ministry of Finance offers to take money for the program from the remnants of funds previously allocated by the SME corporation. On her accounts on May 1 of this year, 37 billion rubles of unused funds remained. The Minister of Economic Development is opposed to this proposal. According to Ulyukaev, this approach contradicts the budget legislation and strategies for the development of SMEs until 2030. The minister notes that under the law on entrepreneurship, the tasks and functions of the SME Corporation cannot duplicate the state of the state to implement this program.

Ulyukaev considers the program effective and offers to increase its financing to 21-23 billion rubles a year. According to the audit of the department, 7 rubles are returned to the treasury for 1 ruble of the invested budget funds due to additional taxes from the growth of the revenue of the entrepreneur receiving support. Thus, the total total effect of the invested 22 billion for the Russian budget will be 154 billion annually.

The program of support for small and medium -sized enterprises in Russia has been operating since 2005. According to the publication, over ten years, the volume of financing of the program increased 12 times, from 1.5 billion in 2005 to 18.5 billion. In 2015. However, in 2016, due to the crisis, the budget of the program had to be significantly reduced.

On March 24, Prime Minister Dmitry Medvedev approved a list of organizations obliged to purchase innovative and high-tech products from small and medium-sized enterprises. "The list was formed on the basis of proposals submitted by joint -stock companies with state participation, state corporations, state -owned companies, federal state unitary enterprises implementing innovative development programs. 90 organizations are included in the list," the government said in the government’s website.

Medvedev said at least a tenth of public procurement of the largest companies to work with small and medium -sized businesses back in November 2015. “I hope this will allow a certain extent to compensate for the influence of the negative foreign economic background, create such a large investment pool for the development of the corresponding sector of the economy and, of course, in general will positively affect import substitution,” the prime minister said.
