
The outbreak of intestinal infection in the Cheremkhovsky neuropsychiatric boarding school began in July. According to the Minister of Health of the Irkutsk Region Oleg Yaroshenko, the first pupil was hospitalized in the Cheremkhovo city hospital on July 24, after which the children were "acted one at a time." By August 3, 23 children were in the hospital.
About what was happening became known only after the death of one of the pupils. Information about the mass poisoning of children from the boarding school appeared in the media on August 9-after the Investigative Committee announced the beginning of a verification of mass poisoning and the initiation of the case because of the death of an eight-year-old girl.
Four pupils of the boarding school died. The first death, according to SK, occurred on August 5. “According to preliminary data, the death of an eight -year -old girl came from infectious shock, dysentery,” the department said . On August 11, it became known about the death of a five -year pupil, the next day - another girl, also five years. On the night of August 14, a four -year -old pupil of a boarding school died - from "heavy acute liver failure." The exact cause of the death of children has not yet been established. The head of the Irkutsk Ministry of Health said that the second girl died of her “main disease” (“Interfax” writes about death from “congenital pathology of the brain”).
There are 26 children in the hospital , five of them are in intensive care. The total number of sick people is not currently reported, but on August 10, Rospotrebnadzor reported that 42 people were found acute intestinal infection, of which 11 were adults (boarding school staff, according to the SK). Initially, the children were taken to the City Hospital of Cheremkhovo, but on August 13 - after the death of three girls and the intervention of the new plenipotentiary in the Siberian Federal District of Sergei Chanyilo - they decided to transfer them to the Irkutsk Regional Infectious Hospital. The chief physician of the Cheremkhov hospital was fired "for a systematic violation of official duties."
SK started a matter of negligence. Investigators suspect the boarding school of improper performance of their official duties (part 1 of article 293 of the Criminal Code of the Russian Federation). In addition, the UK initiated three cases under the article “Causing death by negligence due to improper performance by a person of his professional duties” (part 2 of article 109 of the Criminal Code of the Russian Federation). Rospotrebnadzor claims that during an audit of the boarding school, which was started on July 25, violations of the drinking and disinfectment regime were discovered, as well as “the fact of the use of medications used in the treatment of acute intestinal infections”, which “indicates the concert by the administration of an internship of incidence among pupils and personnel”. The director of the boarding school Natalya Pulatova was removed from work.
Children with serious diseases live in the boarding school. Cheremkhovsky Psychoneurological boarding school opened in February 2016. He was reported as the first boarding house in Russia for bedridden children with disabilities. Local authorities claimed that the conditions in the boarding school are “close to home”, and medical rooms are equipped with modern equipment. Now, as follows from official messages, about 100 children aged four to 14 years of age live in the boarding school - according to the Minister of Social Development of the region Vladimir Rodionov, “orphans and children that parents refused, with severe forms of congenital diseases - mental backwardness, cerebral palsy, epilepsy, and neurological diseases.” “The health of these guys is very weakened, they are more often subject to serious infections,” said Deputy Rodionov Alexei Makarov.
